- *** National Oceanic & Atmospheric Administration's (NOAA's) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with World View Enterprises, Inc. (World View) in order to conduct flight service, platform integration, flight recovery for the deployment of Harris phased array radar on a Stratollite to the stratosphere (70kft) for 3 hours. ***The sole source determination is based on the NOAA's National Severe Storms Laboratory (NSSL) need for World View's full service high-altitude flight system that serve a variety of mission functions and applications. World View is a full service and global leader. Since its incorporation in 2012, World View has successfully conducted over 50 balloon missions ranging in complexity from single instrument missions for universities to manned flights. Today World View designs and manufactures its own stratospheric balloons and Stratocraft, which together provide innovative new flight capabilities at the edge of space. World View is led by veterans of spaceflight, space sciences, and high-altitude ballooning, including two former NASA astronauts, NASA's former chief of Space Science Programs, former Biosphere 2 crew members, and the core team that holds the altitude records for the highest manned balloon flight in history. Principal among World View's recent innovations is the Stratollite. With the introduction of the Stratollite, World View is the first and only commercial company in the world to offer long-duration high-altitude persistent flight over customer specified areas of interest for up to days, weeks, and months at a time. Stratollites employ a proprietary method of altitude control to offer directional steering or loitering capabilities in the stratosphere. The system provides high-altitude capability. Stratollites can carry a wide variety of payloads (imaging sensors, communications arrays) launch rapidly on demand, and safety return payloads back to earth after mission completion. ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
