Description
THIS REQUIREMENT IS FOR REMOVAL AND REPLACEMENT OF TRANSFORMER EQUIPMENT FOR THE 171ST ARW IN CORAOPOLIS (PITTSBURGH), PA. INSTRUCTIONS ARE AS FOLLOWS: 1) ITEMS REQUESTED ARE ADVERTISED AS BRAND NAME OR EQUAL. VENDORS PROPOSING ALTERNATE BRAND NAMES OR MODEL NUMBERS **MUST** BE APPROVED PRIOR TO RESPONSE DEADLINE. 2) ALL ITEMS ARE REQUIRED TO BE IN NEW CONDITION. REFURBISHED, USED, AND OTHER-THAN-NEW ITEMS WILL NOT BE ACCEPTED. 3) THIS RFQ IS BEING CONDUCTED ON A LOWEST-PRICE TECHNICALLY ACCEPTABLE (LPTA) BASIS. 4) INTERESTED VENDORS MUST BE REGISTERED AND ACTIVE IN THE SYSTEM FOR AWARD MANAGMENT (SAM) IN ORDER TO BE AWARDED. VENDORS MUST BE A SMALL BUSINESS UNDER THE SIZE STANDARDS OF NAICS CODE 333613. FAR 52.237-1): A) COMPANY NAME B) NAMES OF ALL REPRESENTATIVES ATTENDING C) DRIVERS LICENSE # & STATE OF ALL REPRESENTATIVES ATTENDING STATEMENT OF WORK Project: JLSQ172019 REPLACE TRANSFORMER, B317 Date: 27 July 2017 SCOPE: The work consists of all services, materials, labor and equipment required and necessary to replace and install a 3 phase, 4160V primary to 208Y/120 secondary electrical transformer serving B317 in accordance with State and Federal requirements. Trouble shooting of the problem determined that an animal had laid across all three lugs of the transformer primary connections and shorted out the transformer. LOCATION / SITE VISITS: The site for this project includes the 171st Air Refueling Wing, Pennsylvania Air National Guard (PaANG) base located at the Pittsburgh International Airport, 300 Tanker Road, Coraopolis, PA 15108. Site visits can be arranged through the Base Contracting Office at (412) 776-7387. GENERAL REQUIREMENTS: A. The shutdown of primary power to reconnect the transformer shall be accomplished on a day/time that will cause the least amount of adverse effect to the base populace. Every other Monday is considered a "Down Monday" or after 1530 hours on a normal work day. PRINCIPLE ELEMENTS OF WORK: This project is for the emergency replacement of a 3 phase, 4160V primary to 208Y/120 secondary electrical transformer serving B317. This contract will require the contractor to complete the disconnection of the existing transformer, remove the existing transformer, and install a new 45 KVA, 3 phase transformer. If the existing transformer or components of the transformer contain PCB's, then disposal will be IAW 40 CFR 7610.60(b)(1)(i)(A)or(B). Contractor will furnish a copy of the manifest from the disposal site operator as proof of proper disposal. The new transformer shall be a 45 KVA, 4,160 delta connected primary with 208Y/120 V secondary. The transformer shall be copper wound with a NEMA 3R enclosure. The transformer shall be a HPS Millennium MV3S045SBCN or approved equal. The contractor shall provide any accessories necessary for the mounting or connection of the transformer. After reenergizing the system the contractor shall check voltage and phasing to ensure the connection is correct. ENVIRONMENTAL REQUIREMENTS: Contractor shall supply SDS for all products used on this project. Contractor shall provide a report on materials removed from the project site. Indicate volume (CY) and tonnage of materials that are disposed in landfills. Indicate volume (CY) and tonnage of materials that are reused or recycled. Indicate other methods of disposal as indicated on the report form provided.
