- The NAVSUP Fleet Logistics Center (FLC) Norfolk, Contracting Department, Philadelphia Office intends to solicit and negotiate a sole source acquisition with only one source, Tesla Laboratories, Inc, under the authority of FAR 19.14 Service-Disabled Veteran-Owned Small Business Procurement Program. The DoN has undertaken a study of the introduction of Enterprise Service Bus (ESB) technology to integrate legacy financial reporting systems, reduce point to point interfaces and improve auditability. The introduction of an ESB has potentially far reaching impact across the Navy s financial spectrum and all financial statement audit assessable units. The objective of this requirement is for the contractor to perform an abbreviated IT Business Case Analysis (BCA) of the introduction of enterprise service bus and available alternatives. Under the resultant contract, Tesla Laboratories, Inc will provide Business Case Analysis consisting of the following elements: Discovery -The contractor shall perform discovery of the ESB proposal to include existing study data to include; Existing alternatives - The contractor will consider alternatives as practical to include do-nothing alternative and available commercial alternatives as appropriate; Cost estimates and constraints - The contractor will consider the investment and cost and support cost as well as other potential cost savings as a result of system introduction; Risk - The contractor shall consider the risk of ESB introduction; Operational Impacts across financially relevant system to include business process, auditability and other impacts: Constraints and assumptions may include: Availability of technical feasibility studies, Consideration of baseline reviews of other DoD solutions, and Cost estimating limitations. An abbreviated IT BCA analysis will be modeled based on the DoD IT BCA Template. Tesla Laboratories, Inc is a Service-Disabled Veteran-Owned Small Business (SDVOSB) and the only SDVOSB identified as capable of meeting this requirement. It is anticipated that the contract will contain a nine month base period of performance from date of award which is currently estimated at 30 August 2017. There will be no optional periods associated with this award. The applicable North American Industry Classification System (NAICS) Code is 541618 Other Management Consulting Services . This notice is NOT a request for competitive proposals. However, all proposals received within 7 days after date of publication of this synopsis will be considered by the Government. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government will not pay for the information received in response to this notice.
