Description
The National Aeronautics and Space Administration (NASA)/Ames Research Center (ARC) plans to issue a Request for Proposal (RFP) for the Vertical Lift Technology Development (VLTD) requirement. An estimated schedule of milestones can be found below. This pre-solicitation synopsis is issued to replace Request for Information synopsis "VERTICAL LIFT TECHNOLOGY DEVELOPMENT - REQUEST FOR INFORMATION", Solicitation # NNA17612248L posted on January 5, 2017. The Vertical Lift Technology Development procurement is a re-compete of the current Rotary Wing Engineering, Modeling and Simulation (REMS), Contract NNA13AA84Z. Contract services include aeronautical engineering, research and development, systems analysis, and modeling and simulation. The work to be performed is organized into the following technical performance areas: • Vertical Lift Aeromechanics Modeling and Analysis. • Simulation Facility Hardware and Software Development for Experimental Research and Feasibility Assessments including Human-in-the-Loop Simulation Research and Development, Test and Evaluation, and Training. • Aircraft Performance, Handling Qualities, Cockpit Displays, and Flight Control Systems Analysis and Evaluation. • Operations Effectiveness Analysis, Modeling and Simulation, and Program Analysis and Management. This requirement will be issued as a total small business set aside procurement. The NAICS Code and Size Standard are 541712 for Research & Development in the Physical, Engineering, and Life Sciences (except Biotechnology), with a size standard of 1,000 employees respectively. The Government is contemplating Multiple Award Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) with Firm Fixed Price (FFP) and Cost Plus Fixed Fee (CPFF) task orders for individually identified technical requirements. This procurement will be for 5 years. The work described by each individual task order will be performed mainly at contractor facilities, with an occasional requirement for performance at NASA Ames Research Center (ARC), Moffett Field, CA. The tentative Vertical Lift Technology Development schedule is shown below: • Solicitation -September 2017 • Proposals Due October/November 2017 • Contract award - February 2018. The Government does not intend to acquire a commercial item using FAR Part 12. CURRENT CONTRACT FEATURES: The current contract for this requirement is titled "Rotary Wing Engineering, Modeling and Simulation (REMS)", Contract NNA13AA84Z with Monterey Technologies, Inc. and has the following features: 1) Period of Performance: 02/04/2013 - 02/03/2018. 2) Contract Type: Single Award Indefinite Delivery Indefinite Quantity (IDIQ) contract with Cost Plus Fixed Fee (CPFF) Task Orders. 3) The contract was awarded as a total small business set aside. The Contracting Officer will post an Interested Parties List of parties interested in either prime or subcontracting opportunities for this procurement. The List will be updated periodically.
