- Sole Source Intent: The United States Army, Mission and Installation Contracting Command (MICC) Yuma Proving Ground, U.S. Army Yuma Proving Ground (USAYPG), Yuma, Arizona, intends to negotiate a firm-fixed price contract on a sole source basis with Seiler Instrument and Manufacturing Company, Inc. located at 3433 Tree Court Industrial Blvd, Saint Louis, MO 63122-6617. The resultant contract will be for a quantity of 12 each M67 Mortar Sight Units with no tritium lighting. Pursuant to the Federal Acquisition Regulation (FAR) 13.106-1(b)(1)(i), the Contracting Officer may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available. USAYPG requires a quantity of 12 each, M67 Sight Units without tritium to replace a quantity of 12 each, M67 Sight Units that contain tritium in the level vials and scale assemblies. The tritium is used by soldiers to illuminate the sight reticles and indicators during combat when lighting cannot be utilized. This is not an issue at USAYPG because these sights can be lit up with external lighting as the Army is in a test environment versus a combat environment. M67 Sight Units are the only sights authorized to be used on M224, M252, and M120 Mortar systems and Seiler is the only manufacturer of these sights. This purchase requires that the sight units be identical to the currently fielded and manufactured M67 Sights with the exception that all marking and components containing tritium are removed and replaced with a non-radioactive substitute. No substitute sight is acceptable due to safety and risk to human life. Additionally, a representative from Seiler Instrument has stated that Seiler developed the M67A1 sight unit, non-tritium with a third party; and as far as he knows, Seiler is the only vendor to offer this sight for sale. Others with appropriate knowledge of the manufacturing precision optical -mechanical instruments, and the M67 could manufacture the sight unit; however, they might have to source some of the proprietary sub-components for Seiler. Seiler does not have resellers. This requirement will be procured using the acquisition procedures in Federal Acquisition Regulation (FAR) Part 13 Simplified Acquisition Procedures. The North American Classification System (NAICS) code is 333314 - Optical Instrument and Lens Manufacturing with a size standard of 500 employees. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. In order to protect proprietary information and prevent the unintentional releasing of guarded information all interested firms must conduct their own research regarding the specifications of the above listed requirement.
