Description
On or about 14 AUG 2017, this office will issue Request for Proposal for design and construction of the INDOOR SMALL ARMS FIRING RANGE at Buckley AFB, Aurora, Colorado. The solicitation will close on or about 14 SEP 2017. This solicitation is UNRESTRICTED AND OPEN TO BOTH LARGE AND SMALL BUSINESS PARTICIPATION. Project Description: Design and Construct an Indoor Firing Range and Combat Arms Training and Maintenance (CATM) facility. Facility includes office space for instructors, classrooms, a weapons and range equipment maintenance area, an alarmed weapons/ammunition storage vault, restrooms, a fourteen position indoor range, space for a computerized training simulator, a cleaning/degreasing room, range supplies and equipment storage room, and a range target storage and repair room. Facility will be designed as a permanent construction in accordance with DoD Unified Facilities Criteria (UFC) 1-200-01, General Building Requirements and UFC 1-200-02, High Performance and Sustainable Building Requirement. Comply with DoD minimum Antiterrorism Standards for buildings per UFC 4-010-01. Project will Demolish 2,016 SM of an existing indoor/outdoor firing range. The Contractor will be required to commence work within 10 days after notice to proceed and complete the work 540 calendar days after receipt of Notice to Proceed. Provisions will be included for liquidated damages in case of failure to complete the work in the time allowed. Performance and payment bonds will be required. Offeror's will be required to submit for evaluation their construction experience, past performance, subcontractor experience, key personnel, and project management plan. The estimated design and construction cost of this project is between $10M-$20M Bidders (Offerors): Please be advised of on-line registration requirement for Contractor Registration and for Representations and Certifications Application is now located in System for Award Management ‘SAM' database https://www.sam.gov/portal/public/SAM/. The representations and certifications section in SAM are required to be updated annually as a minimum to keep information current, accurate and complete. The electronic annual representations and certifications are effective until one year from date of submission or update to SAM.
