Description
Draft PWS THIS SYNOPSIS WAS ORIGINALLY ISSUED UNDER W912PF-17-R-0024 ON 3 AUG 2017. IT IS BEING REISSUED UNDER W58D2M-17-R-0001. This is a synopsis for a commercial acquisition using simplified acquisition procedures. (Reference FAR Parts 12 and 13). THIS IS A SYNOPSIS AS REQUIRED BY FAR PART 5.2 - THIS IS NOT A REQUEST FOR QUOTE/PROPOSAL. VENDORS SHOULD NOT SUBMIT FORMAL QUOTES/PROPOSALS UNTIL THE RFP IS POSTED TO THIS WEBSITE. This synopsis is not to be construed as a commitment by the Government nor will the Government pay for information solicited. The 414th CSB, RCO-Italy anticipates a requirement supporting United States Army Africa (USARAF) for onsite basic vehicle maintenance and electronic diagnostics training in Bangui, Central African Republic. Training instruction is required for each of the following vehicle platforms: Navistar 7000 Series Trucks, General Dynamics Peace Keeping Security Vehicles (PKSV) and 2015 Ford F250 (diesel), 2015 Ford F350 (diesel), 2015 Ford F450 (diesel), and 2015 Ford F550 (diesel). The contractor shall provide 6 instructors, curriculum, diagnostic scanning equipment, mechanics tools, lesson plans, training aids such as spare parts and any other materials necessary to perform on site training in electronic diagnostics, performance of manufacturer's scheduled maintenance (for vehicles driven in dry, off-road conditions up to the 100,000 service miles), and basic repairs. The instruction shall include a classroom theory portion followed by a hands on period of instruction. Two of each vehicle type will be available onsite for instructional purposes. Course content must also include Interactive Diagnostic Software (IDS) Function and Operation, Electrical Electronics Overview, Diesel Operation and Service. This is a non-personal services performance-based acquisition. Trainees will consist of participating partner nation forces from the Central African Republic, Burundi, Cameroon, Gabon, and Rwanda. All instruction provided will be translated into French by Government provided interpreters available on site. The contractor must comply with all perform services defined in the Performance Work Statement (PWS) except for those items specified as government furnished property. The period of performance contemplated is 11 September to 20 October 2017; 40 total days. Anticipated award date is 21 August 2017. This is an unrestricted full and open competitive acquisition. The government intends to make a single award to the lowest priced, technically acceptable offeror. Solicitation No: W58D2M-17-R-0001 will be issued as a Request for Proposal. It is advertised with a North American Industry Classification System (NAICS) code of 541990. All responsible sources may submit a proposal, which shall be considered by the agency. Potential offerors must be currently registered in the System for Award Management (SAM) to be eligible for award. http://www.sam.gov. Payment for this acquisition will be made through Wide Area Workflow (WAWF). Contractors must be registered in WAWF, see internet site: https://wawf.eb.mil for registration. Information concerning this solicitation will be issued electronically and posted on or about 8 August 2017 at www.fbo.gov. Proposals must be submitted by e-mail. NO HARD COPIES OF THE SOLICITATION WILL BE ISSUED FOR ANY REASON.
