- THIS IS NOT A REQUEST FOR BID - PLANS AND SPECIFICATIONS ARE NOT AVAILABLE. THIS NOTICE IS BEING ISSUED TO DETERMINE IF THERE IS SUFFICIENT INTEREST FROM QUALIFIED PRIME CONTRACTORS who are Small Businesses, HUBZone small businesses, Woman owned small business concerns, 8(a) small businesses, or Service disabled veteran-owned small businesses and who intend to submit a bid for this solicitation to allow for a set-aside in one of these programs MUST submit the following by e-mail to (1) A positive statement of your intention to submit a bid for this solicitation as a Prime Contractor; (2) A copy of the letter from SBA stating date of HUBZone small business certification or acceptance to the 8(a) small business program. In the case of a Service Disabled Veteran Owned Small Business Concern, you must provide proof of eligibility (DD form 214 or a letter of adjudication from the Veterans Administration). This information must be provided in order to determine eligibility - DO NOT SEND COPIES OF YOUR CCR PROFILE; (3) Letter from bonding agent stating your firm's capability to bond for a single project of $20 million, and your firm's aggregate bonding capacity; and (4) Provide a list of road construction projects of equal or greater value and scope to the CO FLAP CHA 306(1) Cottonwood Pass East Side project in which you performed ( as the prime contractor ) Roadway Excavation, Subexcavation, Rock Buttress, Full Depth Reclamation, 8-Inch Depth, Asphalt Concrete Pavement, 24-Inch Corrugated Metal Pipe, and MGS Guardrail. Experience must include work performed at high elevations (8,000 to 12,110 feet) with rugged topography, adverse climate conditions and in a sensitive natural setting. State whether your firm was the prime contractor or subcontractor on the project. DO NOT SEND INFORMATION ON PROJECTS THAT DO NOT INCLUDE THE ABOVE WORK. The size of a small business firm includes all parents, subsidiaries, affiliates, etc. Refer to the Code of Federal Regulations 13 CFR 121.103 for information on how the SBA determines affiliation and 13 CFR 121.108 regarding the penalties for misrepresentation of size status. A qualified HUBZone SBC prime contractor may not, however, subcontract more than 50% of the cost of the contract incurred for personnel to non-qualified HUBZone SBCs. PROJECT DETAILS: CO FLAP CHA 306(1), Cottonwood Pass East Side This 18.5 mile project is for improvements to Chaffee County Road 306, known as the east side of Cottonwood Pass, located in Chaffee County, Colorado. The project starts at the summit (Gunnison/Chaffee County Line) and ends at County Road 321 (Rodeo Road) at the Town Limits of Buena Vista, CO. Major work items include approximately: •· 19,000 CUYD of Roadway Excavation •· 10,700 CUYD of Subexcavation •· 1,500 CUYD of Rock Buttress •· 18.5 Miles of Full Depth Reclamation, 8-Inch Depth •· 56,000 Tons of Asphalt Concrete Pavement •· 1,000 LNFT of 24-Inch Corrugated Metal Pipe •· 9,000 LNFT of MGS Guardrail Additional Information: Cottonwood Pass Road begins at an elevation of 8,000 feet and reaches a height of 12,110 feet at the summit. The upper reaches are characterized by rugged topography and adverse climatic conditions. The adjacent terrain is generally steep with tall slopes. This project is in a sensitive natural setting. A portion of the road will be closed to public travel within the project limits for the duration of the project, with the remainder utilizing pilot cars and flaggers for traffic control. The west side of Cottonwood Pass (Gunnison County Road 209) is anticipated to remain closed to public traffic for the majority of the 2018 construction season due to a separate project. It is anticipated that advertisement for this project will occur in Winter 2017 with an award in early 2018. The anticipated completion date is fall of 2018. Estimated total cost is $10 million to $20 million.
