Description
*** National Oceanic & Atmospheric Administration's (NOAA's) Acquisition & Grants Office, Western Acquisition Division-Boulder, intends to negotiate, on a sole source basis, under authority of FAR 13.106-1(b)(1), with Frontier Precision, Inc. for the brand name RiverPro sensor. ***The sole source determination is based on the NOAA's National Weather Service (NWS) Regional Hydrologist's office need for a sensor that can be mounted on an unmanned boat which measures river depth, velocity, and discharge as it is moved perpendicular to river flow. The RiverPro is manufactured by Teledyne Technologies, and distributed in the western United States by Frontier Precision, Inc.; specifically in the state of Alaska. "Teledyne RD Instruments (TRDI) is the sole brand of ADCPs for the US Geological Survey's water resources program because they have performed exhaustive testing to determine the vendor has the highest quality instruments for stream flow measurement. By purchasing the same type, we can get flow measurements consistent with the quality of the USGS and obtain training in the proper usage of the ADCP through collaboration with the USGS. High quality measurements are vital to the use of stream flow data in NWS hydrologic models for the protection of life and property." ***This notice of intent is not a request for competitive proposals and no solicitation package is available. However, firms that believe they can fully meet the Government's requirements may submit substantiating documentation in writing to the identified point of contact within 15 days after publication of this synopsis. Such documentation will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to conduct a competitive procurement, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice.
