Description
The United States Department of Agriculture (USDA), Animal Plant Health Inspection Service (APHIS), Plant Protection Quarantine program (PPQ) has a requirement for a contractor to perform Tray Washer Maintenance, Inspection, and Repairs for their four (4) units located at their facilities in Edinburg and Harlingen, TX. There are three (3) machines located at the Edinburg facility and (1) one in Harlingen, TX. The purpose of this sources sought is to inquire if there are vendors available which have the capability described below to meet the USDA's needs. This sources sought will also help determine if there are local small businesses that can perform this requirement. Following is a description of the requirement. Contractor shall provide quarterly maintenance and inspection services to four tray washers. The contractor shall also provide regular and emergency repairs when needed. Since the facility is required to remain in continuous operation, the contractor must be able to respond to emergency calls within a 48 hour notice. The four tray washers are as follows: • Diet Tray Washer Insinger Trac,321-2 RPW • Diet Tray Washer, Insinger TRAC 321-2 RPW • Screen Washer Warrior # M2 • Screen Washer Warrior # M2 The work shall include the following processes. • The entire machine should be wiped down with an industrial stainless steel cleaner; • The interior of the machine shall be de-limed; • Remove and replace the strainer screens on the water and steam lines; • Disassemble, inspect and clean the solenoid valve; • Disassemble, inspect and clean/replace the line strainer; • Disassemble, inspect and clean the pump; • Check for leaks, worn parts, and doors properly seating, clean spray pipes and nozzles, inspect the float(s) adjust if required. Adjust the chains, conveyer belts, lubricate as required. • Check operating temperatures, Run cleaning cycle to verify that tray washer is operating per manufactures installation instructions; • Inspect, operate and verify that all safety interlocks are operational All service and repairs must be conducted in accordance with the manufacturer guidelines and recommendations. The contractor that performs this requirement must be able to service and provide the manufacturer parts for both brands of equipment, Warrior and Insigner. All parts shall be original specified parts, all alternate parts or materials shall first be approved by the USDA prior to installation. The contractor services cannot disrupt the ongoing activities at the facility. This is not a request for quote or proposal, and the Government acknowledges that responses to this sources sought are not a binding offer. The information obtained will assist in our market research efforts and help the government in determining if there are any local small-business concerns capable of performing this requirement. A determination by the Government on the method of competing this requirement has not been established. The Government will not award a contract based on this Sources Sought Notice or the information received, nor will it reimburse participants for the information they provide. The purpose of this sources sought is solely to obtain information and sources for our future solicitation processes. In response to this sources sought please submit the following information: 1) company name 2) A brief Statement of Capability (no more than three pages) which demonstrates your company's ability to meet the specialized work requirements above. 3) Business size 4) DUNS number 5) Include any past performance information on contracts of similar size and scope, and indicate the degree of work self-performed. Information provided will not be used as a part of any subsequent solicitation requirement. Interested sources who submit data are responsible for appropriately marking information if it is proprietary in nature. A determination by the Government not to compete this proposed contract action based on this notice is solely within the discretion of the Government.
