Description
The Centers for Disease Control and Prevention, National Centers for Environmental Health intends to award a sole source firm-fixed price contract to procure a series of cardiac regent kits from Randox Laboratories US, Ltd., 515 Industrial Blvd., Kearneysville, WV 25430. The kits will be used to evaluate the performance of protein and lipid scores (concentration ratios of biomarkers) for cardiovascular risk assessment. These kits will help improve risk assessment in regular clinical laboratory settings. The kits are manufactured exclusively by Randox as other vendors do not offer the small LDL (sLDL) and small HDL (HDL3) because Randox has a patent on the composition of these reagents. The Lipoprotein(a) kit by other companies does not quantitate Lipoprotein(a) in proportion of the number of moles (number of molecules) because the antibodies in the kit by other companies is specific to a repeated part (epitope) of Lipoprotein(a). The Randox kit uses antibodies that are specific to the part of Lipoprotein(a) that occurs only one place in the protein structure. Therefore, the Randox Lipoprotein kit is able to measure the moles of Lipoprotein. The statutory authority for this sole source acquisition is U.S.C. 2304 (c) (1) in accordance with FAR Part 6.302-1 only one responsible source and no other supplies or services will satisfy the agency requirements. The NAICS code for this procurement is 325413 IN-VITRO DIAGNOSTIC SUBSTANCE MANUFACTURING with size standard of 1000 employees. No solicitation will be posted to FedBizOpps. This notice of intent is not a request for proposal. A determination by the government not to compete the proposed purchase order based upon responses to this notice is solely within the discretion of the Contracting Officer. Interested parties who believe they possess the capability to satisfy this requirement should submit a capability statement demonstrating their ability to meet the requirement. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement.
