Description

The Naval Air Systems Command (NAVAIR) intends to negotiate and award a sole-source delivery order under Basic Ordering Agreement N00019-17-G-0002 with the Bell Boeing Joint Project Office to procure and or design, develop and manufacture support equipment, logistics support, technical manuals, calibration, and associated data related to the manufacture of new and/or the modification of any existing Peculiar Support Equipment (PSE), as identified to be required in support of the Navy variant of the V-22. Bell Boeing is the sole designer, developer and producer of the V-22 aircraft. As such, Bell-Boeing is the only known source that possesses the requisite knowledge, technical data and expertise required to perform this effort within the required schedule. This acquisition is being pursued on a sole source basis in accordance with the statutory authority permitting other than full and open competition under Title 10 U.S.C. 2304 (c)(1), as implemented by FAR Part 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.'
