- This is a combined synopsis/solicitation for commercial items prepared in accordance with the format Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation, quotes are being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-87. This solicitation number W91ZRS-16-Q-F012 is for the Connecticut Army National Guard (CTARNG). The USPFO for Connecticut intends to award a Firm-Fixed Price contract for On Campus Advertising. This request is due by 08 August 2017, 01:00 p.m. (Eastern Time). This solicitation is a 100% small business set aside. The North American Industry Classification System (NAICS) code for this acquisition is 541613 - Media Buying Agencies. The small business size standard is $15.0 million in average annual receipts. The fact that the contracting office did not receive your quote due to an error on the fax machine or email address does not change the due date or time. Basis For Award Award shall be made to a single offeror. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The order of importance is all is equal Price, technical, and past performance Price must be reasonable Technical must meet or exceed performance work statement Past performance is must be responsible --- history with the Government and/or on the internet Sam's Registration: Offeror must be registered in the System for Award Management (SAM) database before an award can be made to them. If the offeror is not registered in the SAM, they may do so through the SAM website at http://www.sam.gov. Payment shall be paid thru the wide area workflow program. All payments are net 30 days. It is the offeror's responsibility to prove their product or service is an equal by demonstrating their product, at a minimum, has the same features and functionality of the requested items. Providing brochures, specifications and/or quotes alone is not enough for the Government to make a decision. The offeror should provide an understandable comparison between the two products. Primary targeted audience of 17-24 years old. I want the 16 different colleges in counties New London, Hartford, New Haven, Fairfield, Windham and Middlesex listed above. The period of performance is for one full year. The services are listed below: College Newspaper Print --- 2 full page b/w ads per newspaper delivered----10 Campuses College Newspaper Online --- 34,400 impressions delivered --- 4 Campuses Bulletin Board Posters --- 9,040 bulletin board posters (8 total installs: 1,130 posters per install) Delivered --- 16 Campuses IP-Targeted Banners --- 2,500,000 impressions delivered with 208,333 impressions per month --- 16 Campuses Mobile Banners --- 2,955,048 impressions delivered (246,254 impressions per month) --- 16 Campuses CMRA Reporting --- The contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the CTARNG via a secure data collection site. The contractor is required to completely fill in all required data fields using the following web address: http://www.ecmra.mil. Reporting inputs will be for the labor executed during the period of performance during each Government fiscal year (FY), which runs October 1 through September 30. While inputs may be reported any time during the FY, all data shall be reported no later than October 31 of each calendar year, beginning with 2013.
