Description

INTRODUCTION: Veterans Health Administration (VHA), Program Contracting Activity Central (PCAC) anticipates soliciting offers and subsequently awarding a single, Firm-Fixed-Price contract for the Design-Bid-Build Construct Parking Structure 1 Photovoltaic System Addition project at the VA Palo Alto Health Care System (VAPAHCS), Palo Alto Division (PAD) campus located in Palo Alto, CA. Note: A Pre-Solicitation Notice was previously published to FBO for this project on May 1, 2017 under VA701-17-R-0070. However, the procurement method has been changed and this project will now be solicited under VA701-17-B-0097. The previous Pre-Solicitation # VA701-17-R-0070 is no longer valid. PROJECT DESCRIPTION: Contractor shall provide complete construction services for installation, testing and commissioning of new solar photovoltaic panel system and canopy for Parking Structure 1 at the VAPAHCS Palo Alto Division Campus. This includes all steel framing and trellis structure, solar panels, lighting and branch wiring, utility connection and metering. Selective Demolition shall be required to integrally connect the solar panel canopy structure to the existing parking garage structural system. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures, and furnish labor and material and perform construction of the Install Solar Panels on Parking Structure 1 project, located at 3801 Miranda Avenue, Palo Alto, California 94304 and as further detailed and required by the construction documents and specifications. ADMINISTRATIVE: The solicitation will be issued as a Invitation For Bid (IFB) conducted in accordance with FAR Parts 14, 19, and 36 and will be evaluated in accordance with the procedures listed in the solicitation. The solicitation will be advertised as a total Service-Disabled Veteran-Owned Small Business (SDVOSB) Set-Aside. Offers received from other than SDVOSB concerns will not be considered. The applicable NAICS code is 237130 with a size standard of $36.5 million. The solicitation will be issued on or about August 14, 2017. The period of performance is approximately 365 calendar days from the issuance of the Notice to Proceed. This notice is not a request for competitive offers. The Magnitude of Construction is expected to be between $2,000,000.00 and $5,000,000.00. All questions must be submitted in writing to the issuing office via email to steven.grzybowski@va.gov.
