- W9127S17R6000 - COMBINED SYNOPSIS SOLICITATION This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The simplified acquisition procedures of FAR Part 13 will be used in conjunction with commercial items procedures of FAR Part 12. Solicitation # W9127S-17-R-6000. This solicitation is issued as a request for proposal (RFP). Solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95, effective January 17, 2017. This is a total set-aside for Service-Disabled Veteran-Owned Small Businesses only. NAICS code is 337127, size standard is 500 employees. All offerors business size will be verified for ownership and control. All offerors shall be listed in the Vendor Information Pages database, (http://www.VetBiz.gov). All proposals shall be submitted no later than September 6, 2017, by 1:00pm central time. Please contact Timothy Pighee for all solicitation documents at timothy.a.pighee@usace.army.mil. A satellite of the National Intrepid Center of Excellence (NICoE) Walter Reed to Naval Hospital Camp Pendleton (NHCP) at Camp Pendleton California has been established. The Facility will provide clinical space to support Traumatic Brain Injury and Psychological Health diagnosis and treatment. The DoD is responsible for site preparation, utility connections and procurement of any equipment or furniture beyond the gifted amount necessary to become fully mission capable. The SOW describes the commodities and ancillary services required to outfit the National Intrepid Center of Excellence (NICoE) Camp Pendleton to become fully mission capable. Project Schedule At time of solicitation, the project schedule is as follows: Construction Start - 17 Apr 2017 Substantial Completion - 19 Dec 2017 IFHF FF&E Installation - 20 Dec 2017 BOD - 12 Jan 2018 OFB - 29 Jan 2018 End of Initial Outfitting Contract's Period of Performance shall be 3 months past OFB. Project Requirements Overview The IO contractor shall review and validate the NICoE equipment and furniture plan. The IO Contractor shall conduct site verification, user meetings, user reviews, and IO Submittals as described in Section 2 of the SOW. The IO contractor shall review and validate the NICoE equipment and furniture seismic anchoring plan and further develop or augment the seismic anchoring plan as necessary for furniture and equipment procured by the IO Contractor. The IO contractor shall provide temporary signage and wayfinding for transition of staff and clinical services as necessary. The IO Contractor PM and Transition Planner shall be onsite full time one week prior to BOD. The PM and Transition Planner shall remain onsite until OFB date. The IO Contractor shall provide turn-key delivery and installation of new commodities. The IO Contractor shall transition all departments out of their current spaces at NHCP and Concussion Care Clinic in 27 Area of Camp Pendleton into NICoE. The facility does not have a loading dock. Commodities shall have to be delivered via main north entrance or south physical therapy / courtyard double doors. Wall and floor protection is required during transition and installation. Antiseptic-level cleaning is required in Procedure Room 349 and other patient treatment areas as applicable. The IO Contractor shall conduct and complete all moves after hours or on weekends in order to minimize disruption to clinical operations. The Transition Plan must reflect continuous operations. The IO Contractor BMET shall make DMLSS entry for TRIMED for 30 days for certain condition codes. Scope of Initial Outfitting Initial Outfitting (IO) is any commodity-related planning, transition, procurement, installation and warranting required for outfitting a new or newly renovated facility. IO Commodities may include artwork, furniture, fixtures, equipment, casegoods, medical equipment, and low voltage systems. Development of IO requirements and IO integration into the project should be accomplished concurrently with construction activities.
