- Special Instructions Solicitation Package This is a Combined Synopsis/Solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation. The solicitation number is RFQP02051800002 and this solicitation is issued as a Request For Quote (RFQ). Please read through its entirety. Solicitation is for First Quarter Bread FY 2018. For a list, descriptions, and total quantities of all items, refer to attached document. The NAICS for this requirement is 311999. TERMS OF DELIVERY ARE F.O.B. DESTINATION TO: FMC Devens 36 Independence Drive Devens, MA 01434 Orders must be delivered every Tuesday and Thursday beginning on October 3, 2017. Upon Award, the Food Service Warehouse must be contacted at (978) 796-1004 prior to delivery for approval or adjustments in delivery schedule using the information above. Vendors who submit a quote concur that the delivery date can be met. Evaluation factors are past performance, price, and delivery time. Best value determination method will be used to make awards. Quoter(s) are advised the government reserves the right to make single or multiple awards. The government will award to the responsible quoter(s) whose quote is conforming to the solicitation. Do not change case counts, unless specified, or your quote will not be considered. Do not provide a Unit Price past the 4th decimal point for your quote or that line item will not be considered. All quotes must be clear. The Government reserves the right upon inspection to reject items if they are damaged or not to the specifications as listed in the solicitation. The completed package should be returned no later than 12:00 p.m. Eastern Standard Time, August 28, 2017. Vendors shall submit signed and dated offers to Catherine Duffey, Contract Specialist, by email to c1duffey@bop.gov ONLY. No fax, hand delivered, or mail-in quotes will be accepted. Be sure to complete all information requested at the bottom of the quote form. Information will be posted to the General Services Administration Federal Business Opportunities website: http://www.fbo.gov. All future information about this acquisition, including amendments, cancellations, award letter and low quote(s) will also be distributed through this site. Interested parties are responsible for monitoring this site to ensure they have the most up-to-date information about this solicitation. The anticipated award date is on or about September 25, 2017. Questions "clarity only" will be answered by e-mail only (no phone calls please). Faith Based and Community Based Organizations have the right to submit quotes equally with other organizations for contracts for which they are eligible. All vendors must be completely registered in the System for Award Management, http://www.sam.gov prior to award, during performance, and through final payment of any contract resulting from this solicitation.
