Description
Naval Air Systems Command (NAVAIR), NAS Patuxent River, MD, intends to negotiate and award an Indefinite Delivery Indefinite Quantity (IDIQ) Contract to Telephonics Corporation 815 Broadhollow Rd, Farmingdale, NY 11735, for the procurement of AN/ZPY <del datetime="2017-08-07T07:41" cite="mailto:Armstrong,%20Paige%20CIV%20AIR,%202.0"> 4 RADAR spares, equipment, repairs, and associated support. This requirement is a follow-on effort supporting the transition from the original Rapid Deployment Capability (RDC) to a Program of Record for the MQ-8 Fire Scout System. The proposed contract ordering period is five (5) years. The proposed contract action is for components previously integrated into the MQ-8B Fire Scout System for which the Government intends to solicit and negotiate with only one source under the authority of 10 U.S.C.2304(c)(1) and FAR 6.302-1, "Only One Responsible Source and No Other Type of Supplies or Services will Satisfy Agency Requirements." Telephonics Corporation is the OEM of the AN/ZPY-4 RADAR equipment originally selected as a contractor-competed effort under the RDC that has been integrated and fielded into the MQ-8B Fire Scout. Any attempt to establish a second source would delay the continued operational fielding by eighteen (18) to twenty-four (24) months. Establishing a second source would also create risk to the support of MQ-8B missions in the FY18 through FY23 timeframe and would also result in substantial duplication of costs to the Government that could not reasonably be expected to be recovered through competition. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE PROPOSALS. Interested parties, however, may identify their interest and capability by responding to the requirement. The Government will consider all information received prior to the closing date of this synopsis. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. A determination by the Government not to compete the proposed contract modification based upon responses to this notice is solely within the discretion of the Government.
