- U.S. Fish and Wildlife Service, Anchorage, AK has a requirement for a commercial item or service. This combined synopsis/solicitation is prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This posting will be referred to under Request for Quotation (RFQ) Number F17PS01200. This announcement constitutes the only solicitation. A written solicitation will be issued and attached to this posting for reference only. This RFQ falls under procedures in FAR Parts 12 and 13. This document incorporates provisions and clauses updated by way of the Federal Acquisition Circular (FAC) #05-95, effective Jan 19, 2017. The North American Industrial Classification System (NAICS) number is 541940, Veterinary Services and the business size standard is $7.5M. This announcement constitutes the Government's only official notice of this procurement. The Government does not intend to pay for any information provided under this synopsis. The U.S. Fish and Wildlife Service has a requirement to purchase Veterinary Services in accordance with the following statement of work: Statement of Work Polar Bear Veterinarian Services U.S. Fish and Wildlife Service August 08, 2017 1.GENERAL 1.1.Organization to be supported: U.S. Fish and Wildlife Service, Region 7 Marine Mammals Management 1011 E. Tudor Rd Anchorage, AK 99503 1.2.Scope: The contractor will be responsible for providing veterinarian services for live capture and other related veterinary services to polar bears of the Chukchi and Bering seas. 1.3.Period of Performance: The period of performance of this purchase order will be from September 1, 2017 through June 30, 2018. A minimum of 10 days and a maximum of 14 days of service will be required during this period. Delivery of immobilization compounds will be required by 01 January 2018. 1.4.Background: Since 2008, the U.S. Fish and Wildlife Service (USFWS) has been leading a research program to collect information on the little known polar bear population in the Chukchi and Bering seas. Accurate and up-to-date scientific information is critical for conservation and responsible management of this subpopulation. We currently sedate 50-100 wild polar bears per year. Recently (2015) we have had the benefit of a veterinarian to directly evaluate and contribute to our protocols which we would like to continue. In addition to general consultations regarding our capture protocols, a sponsoring veterinarian is now required by the Drug Enforcement Administration (DEA) to purchase chemical immobilization compounds (e.g. Telazol) for wildlife research. Currently, the USFWS does not have a DMV (Doctor of Veterinary Medicine) on staff therefore the polar bear program is required to find a supporting veterinarian outside of the USFWS before conducting spring fieldwork. 2.CONTRACTOR PERSONNEL: Successful contractor shall be a certified veterinarian (DVM) who has a minimum of 10 years of experience working with wild and captive polar bears and have knowledge and experience of immobilization compounds in polar bears. The veterinarian must also be able to work in remote field camps under harsh conditions for long days and be willing to travel in a helicopter. And the contractor must meet USFWS helicopter crew training requirements. 3.REQUIREMENTS: Contractor will provide the following services while in the field: 3.1.Provide advice on field methods to immobilize and monitor polar bears for research. 3.2.Provide advice on tissue collection and analytical protocols. 3.3.Evaluate the effectiveness of new immobilization compounds (e.g. reversible drugs) if applicable. 3.4.Perform necropsies on unusual polar bear mortalities in the field. 3.5.Provide expertise and diagnostics for potential disease outbreaks in the field. 3.6.Participate in fieldwork involving special use flight operations and challenging conditions including remote locations and cold temperatures. 4.DELIVERABLES: Contractor shall provide 270 vials of immobilization drugs (i.e. Telazol) for use during field work. Immobilization drugs shall be made available no later than January 1, 2018. Offers received after this date and time will be considered non responsive in accordance with 52.212-1(f) and will not be evaluated.
