Portland, OR 97218 Description: This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation is No. W912JV-17-Q-4019, and is issued as a Request for Quote (RFQ). Request for Quotes are due by September 8, 2017 @ 3:00 pm Pacific. The RFQ will result in a firm fixed price contract. The North American Industry Classification System (NAICS) code for this acquisition is 561990 - All Other Support Services, and the size standard is less than $11 Million in annual revenue. This acquisition is set aside 100% small business. Description of requirement: The Oregon Air National Guard (ORANG) requires non-personal service Dive master for the 125th Special Tactics Squadron (STS). Diving and Maritime Operations Manager must have extensive experience and training as a Special Operations Diving and Maritime Program Manager. See Performance Work Statement (PWS) for specific details and requirements. Period of Performance (PoP): 12-Months. Performance begins October 1, 2017 through September 30, 2018. No option years. Federal Acquisition Regulation (FAR) provision at 52.212-1, Instruction to Offerors---Commercial, applies to this acquisition. Award will be made on the basis of price and other factors in accordance with FAR Subpart 13.106, including technical acceptability. Provision for Evaluation: Award will be made to the responsible contractor (see FAR Part 9) whose quote or offer meets the technical requirements and represents the best value on an "all or nothing" basis. In accordance with FAR Subpart 13.106-1, the Government will consider the following for award in no particular order: Price; Technical acceptability; Past Performance. In order to be deemed technically acceptable, the contractor must provide evidence of understanding of the requirement through either a written quotes that addresses PWS requirements or through demonstrated Past Performance on recent and relevant contracts with same or similar scope, the offeror shall provide references on the attached questionnaire for similar services performed, to include contract number (if Federal), and point of contact information. Technical and Past Performance Evaluation Criteria: Offeror will be rated "Acceptable" Based on the offeror's performance record, the Government has a reasonable expectation that the offeror will successfully perform the required effort and the offeror demonstrated past performance on recent and relevant contracts with same or similar scope and magnitude. Offeror will be rated "Unacceptable" Based on the offeror's performance record, the Government does not have a reasonable expectation that the offeror will be able to successfully perform the required effort. In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned the offeror will be determined to have unknown (or "neutral") past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered "acceptable." I. SPECIFIC INSTRUCTIONS: A. TECHNICAL QUOTE: All quote preparation costs will be the sole responsibility of the Offeror. The Government will not reimburse any firm for their quote preparation costs. 1. In order to be considered technically acceptable, the offeror must provide the following documentation: i. Brief Narrative Plan: The offeror shall submit a plan that addresses all requirements of the PWS, the Delivery Performance Schedule, and the Quality Assurance Surveillance Plan. The plan must also address methods to be used for identifying, preventing, and correcting defects to ensure non-reoccurrence of defective services/tasks. ii. Submit supporting documentation for the pre-qualifications requirement in PWS: Experience with similar equipment may be determined by the contracting officer and 125th STS Technical Advisor; as equivalent upon evaluation of the contractor's quote. B. PAST PERFORMANCE: As part of the evaluation process, the Government will assess each offeror's past performance deemed relevant to the requirements of this solicitation. The offeror shall present factual material dealing with contracts held with other Government agencies or with private sector businesses on which the same or similar services were provided as the offeror will reflect in Attachment#2. The completed Attachment 2 must be submitted with the quote no later than the offer due date and time indicated in this solicitation. Offerors are cautioned that the Government will use information provided by the offerors and information obtained from other sources in the development of the performance assessments. 1. For past performance, the offeror must have a record showing they are both recent and relevant: i. Recency: Have successfully completed transient aircraft services for a minimum of three (3) years. Recent past performance is defined as occurring within the last five (5) years. Offeror shall complete Attachment 2 and submit with offer. ii. Relevancy: Having successfully performed tasks similar in characteristics in the PWS. Relevant services are defined as the offeror being actively engaged as a contractor, either prime or subcontractor, performing as defined by the North American Industry Classification System Code (NAICS Code) 561990, and/or Dive Master and Maintenance Tasks listed in the PWS. C. PRICE QUOTE: Enter price per unit and total per CLIN on the provided RFQ table or contractor generated quote. In doing so, the Offeror accedes to the contract terms and conditions as written in the RFP. 1. Provide complete pricing for all the Schedule of Supplies/Services by entering in prices for each Contract Line Item (CLIN). 2. Acknowledge and sign all amendments. The Government intends to evaluate quotes/offers and make award without discussions with offerors (except clarifications as described in FAR 15.306(a)). Therefore, the offeror's initial quote/offer should contain the offeror's best terms from a cost or price standpoint. Do not assume you will have the opportunity to clarify, discuss or revise your quote/offer. Offerors may, at the discretion of the Government, be asked to provide more information and clarification regarding their offer/quote. Request for such information does not constitute discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary. The Government intends to make a single, Firm-Fixed Price award. Any response to this synopsis/solicitation will be considered a "quotes" "Offer" means a response to a solicitation that, if accepted, would bind the offeror to perform the resultant contract. Responses to invitations for bids (sealed bidding) are offers called "bids" or "sealed bids"; responses to requests for proposals (negotiation) are offers called "proposals"; however, responses to requests for quotations (simplified acquisition) are "quotations," not offers. FAR 13.004 -- Legal Effect of Quotations. (a) A quotation is not an offer and, consequently, cannot be accepted by the Government to form a binding contract. Therefore, issuance by the Government of an order in response to a supplier's quotation does not establish a contract. The order is an offer by the Government to the supplier to buy certain supplies or services upon specified terms and conditions. A contract is established when the supplier accepts the offer.
