- Army Contracting Command - Aberdeen Proving Ground (ACC-APG), Huachuca Division, DOC Operations Branch intends to award a noncompetitive sole source contract to Four Inc. 12930 Worldgate Dr, Suite 125, Herndon, VA 20170 to provide a Utility Billing Software System for Directorate of Public Works at Fort Huachuca, AZ. Integrated utility billing software will be used for the reimbursable customer base on Fort Huachuca. This software will provide a database which will ease the processing of reimbursable tenants. This will also standardize the process and streamline it. This software has an approved CoN to be on the Army network and will interface with GFEBS. The statutory authority permitting Other than Full and Open Competition is 10 U.S.C. 2304(d)(1)(B), as implemented by FAR 13.106-1 (b), Soliciting from a single source (1) for purchases not exceeding the simplified acquisition threshold. The North American Industrial Classification System (NAICS) code for this procurement is 541511 This notice of intent is not a request for proposals or quotations and a solicitation will not be issued for this requirement. Any responses or inquiries to this notice must demonstrate clear and convincing evidence that competition will be advantageous to the Government. The Government will not pay for information submitted. A determination by the Government not to compete this procurement action, based on responses to this notice, is solely within the discretion of the Government.
