- GENERAL INFORMATION: The U.S. Fish and Wildlife Service (USFWS) - Contracting and General Services (CGS) Region 1, located at 911 NE 11th Avenue; Portland, OR 97232, is issuing a Presolicitation Notice for Security Fence Alterations at Sawtooth Fish Hatchery ('Hatchery') - Stanley, ID. The Hatchery is owned by the USFWS and managed by the Idaho Department of Fish and Game (IDFG) as part of the Lower Snake River Compensation Program (LSRCP). The Hatchery has a variety of fencing needs. In particular, security fencing is required around the new groundwater well and associated backup generator. In addition, fencing the backyard of Residence #3 is also required. THE WORK CONSISTS OF: (Refer to the Sections C, E, F, G, H, and J of the Solicitation for Additional Information) Contractor shall furnish and install chain link fencing at two (2) locations within the Hatchery grounds, as well as repair an existing section of chain link fence. The new chain link fencing shall be installed around the Well #5 system, including the associated backup generator, as well as around the backyard of Residence #3. The repairs will occur on the fencing associated with the shade cover structure. New fencing at Well #5 system, including the associated backup generator, includes approximately 170 linear feet of fencing, one (1) 10-foot swing gate, and one (1) 10-foot x 10-foot double-swing gate. New fencing at the Residence #3 backyard includes approximately 174 linear feet of fencing, one (1) 4-foot wide gate, and one (1) 6-foot wide gate. A small section of brown, chain link fence mesh on an 8-foot tall fence section needs to be repaired. The damaged mesh will need to be cutout and a section of new brown chain link fence will have to be weaved in to fill the gap. EVALUATION: (Refer to Section M of the Solicitation for Additional Information) Award will be made to the responsible qualified offeror providing the lowest price. SITE VISIT: Offerors are urged and expected to inspect the site where the work will be performed. Additional information on the site visit can be found in FAR Provision 52.236-27 Alt I (Site Visit [Construction]). DATES, SET-ASIDE INFORMATION, AND GOVERNMENT POC: The solicitation, specifications, and other attachments will be available for download on FedBizOpps (FBO) (http://www.fbo.gov) and FedConnect (http://www.fedconnect.net) on or about August 24, 2017, with an anticipated quote due date of September 11, 2017. In order to view these documents on FBO, prospective bidders are required to self-register their firm with FBO (Go to FBO and Register Now under Vendor / Citizens). Registrants are responsible for the accuracy of the information on the registration list. In order to view these documents on FedConnect, prospective bidders shall go to FedConnect and click on Search Public Opportunities Only. From there, change the Search Criteria dropdown menu to Reference Number, type the solicitation number into the adjacent text box and click on Search. The anticipated award date will be on or about September 13, 2017. The overall period of performance of the resulting contract will be from Notice to Proceed to November 09, 2017. This is an 100% small business set-aside procurement. The applicable NAICS Code is 238990 (All Other Specialty Trade Contractors) with a small business size standard of $15.0 Million.
