One of the many challenges we face alleviating damage caused by feral swine is locating the invasive pests. By using a thermal UAS system, we can easily scan the surrounding environment and direct WS personnel into the area to stop the damage. The DJI platforms are ready to fly off the shelf and require little to know assembly time. The benefit of these systems is the wide range of users who can pilot them. Other systems are very complex and require hours of training and programming where the DJI is already set up. The DJI has a smart battery system, interchangeable camera and gimbals, and is weather proof. Users can use a phone or tablet to design a flight plan vs other platforms that require you to use a laptop computer and ground station. Requirements The platform must have: • DJI Matrice 200 platform • Minimum of 30 min flight time • Thermal camera (640x 512 with 30Hz at 19mm Lens) • Interchangeable gimbal and camera • Redundant Smart batteries (TB55) • Ability to have dual controllers for training • Object avoidance (forward and downward) (vii) Place(s) of delivery and acceptance and FOB point. (AUG 1999) (a) If an item in this solicitation is identified as "brand name or equal," the purchase description reflects the characteristics and level of quality that will satisfy the Government's needs. The salient physical, functional, or performance characteristics that "equal" products must meet are specified in the solicitation. (b) To be considered for award, offers of "equal" products, including "equal" products of the brand name manufacturer, must- (1) Meet the salient physical, functional, or performance characteristic specified in this solicitation; (see item#vi) (2) Clearly identify the item by- (i) Brand name, if any; and (ii) Make or model number; (3) Include descriptive literature such as illustrations, drawings, or a clear reference to previously furnished descriptive data or information available to the Contracting Officer; and (4) Clearly describe any modifications the offeror plans to make in a product to make it conform to the solicitation requirements. Mark any descriptive material to clearly show the modifications. (c) The Contracting Officer will evaluate "equal" products on the basis of information furnished by the offeror or identified in the offer and reasonably available to the Contracting Officer. The Contracting Officer is not responsible for locating or obtaining any information not identified in the offer. (d) Unless the offeror clearly indicates in its offer that the product being offered is an "equal" product, the offeror shall provide the brand name product referenced in the solicitation. (xiii) Warranty Implied Warranty - The Government's post award rights contained in 52.212-4 are the implied warranty of merchantability, the implied warranty of fitness for particular purpose and the remedies contained in the acceptance paragraph. Additional Warranty - : Explain all details of the warranty. If an extended warranty is available explain details of extended warranty including price and availability after initial warranty expires. The Quoter shall extend to the Government the full coverage of any standard commercial warranty normally Quoted in a similar commercial sale, provided such warranty is available at no additional cost to the Government. Acceptance of the standard commercial warranty does not waive the Government's rights under the Inspection clause nor does it limit the Government's right with regard to the other terms and conditions of this contract. In the event of a conflict, the terms and conditions of the contract shall take precedence over the standard commercial warranty. The contractor shall provide a copy of its standard commercial warranty (if applicable) with this response. (xiv) This requirement has no DPAS rating. Defense Priorities and Allocation System (DFAS) does not apply as this acquisition is not in support of an approved national defense, emergency preparedness, or energy program.
