THIS REQUEST FOR INFORMATION (RFI)/SOURCES SOUGHT IS ISSUED SOLELY FOR INFORMATION AND PLANNING PURPOSES ONLY AND DOES NOT CONSTITUTE A SOLICITATION. THE SUBMISSION OF PRICING, CAPABILITIES FOR PLANNING PURPOSES, AND OTHER MARKET INFORMATION IS HIGHLY ENCOURAGED AND ALLOWED UNDER THIS RFI IN ACCORDANCE WITH (IAW) FAR 15.201(e). DISCLAIMER This RFI is issued solely for information and planning purposes only and does not constitute a solicitation. All information received in response to this RFI that is marked as proprietary will be handled accordingly. IAW FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. Responders are solely responsible for all expenses associated with responding to this RFI. SOURCES SOUGHT DESCRIPTION This is NOT a solicitation announcement. This is a sources sought/RFI only. The purpose of this sources sought/RFI is to gain knowledge of potential qualified sources and their size classification relative to NAICS 334290 (size standard of 750 employees). Responses to this sources sought will be used by the Government to make appropriate acquisition decisions. After review of the responses to this sources sought, a solicitation announcement may be published. Responses to this sources sought synopsis are not considered adequate responses for a solicitation announcement. The Department of Veterans Affairs (VA), VISN 22 Network Contracting Office, is seeking sources that can provide a Nurse Call System Upgrade that meets following Statement of Work (SOW), and at a minimum meets the following salient characteristics with a brand name or equal product for the VA Long Beach Healthcare System: STATEMENT OF WORK 1. GENERAL OBJECTIVES AND REQUIREMENTS 1.1 General: This project is intended to perform a much needed nurse call system component replacement in the VA Long Beach Medical Center. The current system hardware is outdated, was installed over ten years ago and is no longer supported by the Manufacturer. 1.2 Description of Services/Scope of Work: The services to be provided by the contractor under this agreement shall consist of furnishing necessary parts and labor to provide removal of old responder 4 system components and install new responder 5 nurse call system components in buildings 150 (V1, V2, T2, U1), 128 (M1, L1), 133 (CLC), 126 3rd floor (ICU), 126 5th floor (Surgery), 126 6th floor, 126 8th floor, 126 9th floor, 126 10th floor, 165, 166, and 164 to meet optimal performance. The new nurse call system components must tie into the existing Responder 5 software modules and be compatible with and support the VOCERA hands free communication system. The Lead technician will meet with VA staff to answer any questions that arise, provide training to caregivers and Biomedical staff, and provide status updates to the Biomedical Engineering staff. 1.3 Physical Security: The Contractor shall be responsible for safeguarding all government equipment, information and property provided to the Contractor personnel while performing the services described herein. 1.4 Period of Performance: The period of performance shall be for a delivery of 30- 90 days after receipt of order and installation to start upon delivery. The installation shall continue until all areas are complete and shall not exceed 1 year after delivery for completion. 1.5 Type of Contract: Firm Fixed Price 1.6 Designated Point of Contact: The Designated Point of Contact will provide unlimited communication with the Contractor in response to the Responder 5 device installation to be performed. The Designated Point of Contact shall not provide any formal direction and/or guidance to the Contractor on the performance of the Responder 5 device installation. The Designated Point of Contact will be on the premises where the services will be performed. 1.7 Contract Administration: The Contracting Officer is the only person authorized to approve changes or modify any of the requirements under this contract. The Contractor shall communicate with the Contracting Officer on all matters pertaining to contract administration. Only the Contracting Officer is authorized to make commitments and/or issue changes that will affect price, quantity or quality of performance of the contract. In the event the Contractor effects any such change at the direction of any person other than the Contracting Officer, the change shall be considered to have been made without authority and no adjustment will be made in the contract price to cover any increase in costs incurred as a result thereof. All changes to the contract will be issued via an amendment and/or modifications in writing from the Contracting Officer to the Contractor. 1.8 Invoices: Invoices are to be submitted electronically; in arrears of the start date of the services that were performed. The Department of Veterans Affairs utilizes a third party invoicing service provider (Tungsten Network) for handling electronic invoices. All invoices should be electronically submitted to the Tungsten Network website: http://www.tungsten-network.com/us/en/. Electronic invoice can be submitted at no additional cost to the Department of Veterans Affairs Vendors. If NOT registered with the Tungsten Network (formerly OB 10), please call (1-877-489-6135) for registration and/or assistance. 1.9 Work Stoppage/Delays: The Contracting Officer shall be notified at the earliest time available, but, no later than the next business day, via phone of the Contractor s knowledge of any conditions which may adversely affect the Contractor s ability to perform under the terms and conditions as stated in the specifications of this requirement. For example, vehicular problems, licenses, or anything that might jeopardize the terms and conditions of the contract should be reported to the Contracting Officer immediately. 2. TASK SPECIFICATIONS 2.1 Description of Work: The Contractor shall provide qualified inspectors, labor, technicians, equipment, tools, materials, transportation, supervision, and any other items, and non-personal services deemed necessary to perform the Responder 5 device installation shall consist of furnishing necessary parts and labor to provide demo/removal of old responder 4 system components and install new turn-key responder 5 nurse call system in buildings 150 (V1, V2, T2, U1), 128 (M1, L1), 133 (CLC), 126 3rd floor (ICU), 126 5th floor (Surgery), 126 6th floor, 126 8th floor, 126 9th floor, 126 10th floor, 165, 166, and 164 to meet optimal performance. The new nurse call system components must tie into the existing Responder 5 software modules and be compatible with and support the VOCERA hands free communication system. Tie bed stations to the existing TV control cables. The Lead technician will meet with VA staff to answer any questions that arise, provide training to caregivers and Biomedical staff, and provide status updates to the Biomedical Engineering staff. The Responder 5 device installation shall be performed in accordance with the VACO Directive, and at the least interruption to patient care. Upon completion of the Responder 5 device installation, the report will be generated and submitted to the Biomedical Engineering Supervisor, and all other pertinent parties with the need to know, by the Contractor who performed the Responder 5 installation. Installation in areas that are occupied by patients, and that the patients cannot be relocated during the process, a temporary nurse call system will be installed by the vendor. Patient safety is paramount. Service Location: Department of Veterans Affairs Long Beach Medical Center 5901 E. 7th street Long Beach CA, 90717 2.2 Service Requirements: The Contractor shall be responsible for providing the personnel for all components of the Responder 5 installation for the Department of Veterans Affairs Long Beach Healthcare System. Upon completion of the Responder 5 installation, all installation results must be documented in a fashion acceptable manner to the Department of Veterans Affairs. 2.3 General Services Information: 2.3.1 The Department of Veterans Affairs Hours of Operations: Regular hours: Monday Friday, 08:00 a. m. to 4:30 p. m. After Hours: Not deemed necessary at this time. If needed, this must be coordinated with the Designated Point of Contact, and notify the Contracting Officer. 2.3.2 Contractor shall provide Emergence Service 24 hours a day, when total or catastrophic failure of equipment is reported, contractor must respond within eight hours of such notification calls for maintenance. ACCESS BADGING AND PARKING The Designated Point of Contact is responsible for obtaining access badges and securing parking for Contractors, in accordance with the Department of Veterans Affairs Long Beach Healthcare System Police Department. 4. DELIVERABLES - Contractor shall provide a complete report and/or documented forms of all test results derived from the Responder 5 installation. 5. GOVERNMENT FURNISHED EQUIPMENT AND SERVICES - The Contractor may use the government utilizes (electricity, water) necessary for the performance of services described herein. The Contractor will not have access to the Department of Veterans Affairs Long Beach Healthcare System information system or access to government computers to access online information while in performance of the services described in the Statement of Work. Salient Characteristics Must be compatible with existing Rauland Responder 5 software modules Must be compatible with existing Vocera hands free communication system The information identified above is intended to be descriptive, not restrictive and to indicate the quality of the supplies/services that will be satisfactory. It is the responsibility of the interested source to demonstrate to the government that the interested parties can provide the supplies/services that fulfill the required specifications. If a solicitation is issued it shall be announced at a later date, and all interested parties must respond to that solicitation announcement separately from the responses to this sources sought. Responses to this sources sought notice are not a request to be added to a prospective bidders list or to receive a copy of the solicitation.
