- Synopsis: The US Forest Service intends to negotiate a sole source contract with Higher Logic LLC for the hosting and maintenance of a secure website for the Wildland Fire Lessons learned Center (WFLLC). Higher Logic will: Provide a secure web site platform for the interagency Wildland Fire Lessons Learned Center. The services required will include the following: • Connected Community Suite • Full Web Site Content Management System (CMS) • Event Manager and Event Calendar • Microsites Content Management System • Secure Cloud Computing Infrastructure • Searchable Custom Incident Review Database • Single Sign On Integration • Main Library for Document Storage • Advanced Document Search Technology Higher Logic has been providing these maintenance services since 2013 after designing and developing the current WFLLC website. Higher Logic is already familiar with the complex issues involved with hosting and maintaining a web site platform for the WFLLC. Higher Logic now hosts thousands of incident documents contained in a custom designed and searchable database. They provide the WFLLC with thousands of custom uniform resource locators (URL’s). These URL’s provide links to hundreds of unique products hosted inside and outside of the WFLLC’s web site. Higher Logic is the only web site vendor available that can ensure a continuance of operations for the WFLLC’s current web site. There are no other resources available that can ensure the WFLLC’s custom web site incident database, connected communities and unique URL’s are maintained and protected from any disruptions in accessibility for the wildland fire community. Disruption to any of these services could severely impact the ability of the WFLLC to provide the necessary training and information to support wildland firefighting operations. This Notice of Intent is not a request for competitive proposals. No solicitations documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its products and services, as well as references from other customers who are using these products and service, to the Contracting Officer within (7) calendar days from the date of publication of this synopsis. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirements. Information must be sent to the Contracting Officer, Forest Service Contracting, 3833 S. Development Ave, Boise ID, 83705, via fax to (208) 387-5398 or via e-mail to mdolson@fs.fed.us. Responses received will be evaluated however; a determination by the Government not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government. If no responses are received, the Forest Service will proceed with the sole source negotiation with Higher Logic, LLC.
