Description
The purpose of this notice is to inform all parties that in accordance with 10 U.S.C. 2304 (c)(1) (FAR 6.302-1), the United States Navy, Space and Naval Warfare Systems Command (SPAWARSYSCOM) in support of the Fleet Readiness Directorate (FRD) Program Office, intends to issue a Sole Source contract with Cubic Defense Systems (Cubic) located in San Diego, CA. The Navy has a requirement to provide antenna systems to support a second 360 degree, full duplex, microwave digital data link between a ship and an airborne terminal on CVN Platforms. Antennas must be interoperable with fielded AN/USQ-167 hardware and software specifications and are limited in size to an envelope not to exceed 30" x 30" x 30", and weight not more than 100 pounds for each antenna and enclosure. Cubic is the Original Equipment Manufacturer (OEM), designer and developer of the hardware and software for the AN/USQ-167 Communications Data Link System (CDLS). In addition, Cubic is the developer of the Rapid Innovation Funding (RIF), CDL System with additional link and pre-flight check-out, that includes the same antenna system and interface for this requirement. The Navy's CDLS antenna and interface requirement includes the procurement and integration of four (4) antenna systems for CVNs 68, 70, 73, and 77. The Navy requires antenna delivery and integration for CVN 68 occur no later than 30 September 2018, and for CVNs 70, 73, and 77 no later than 31 March 2019. This notice of intent is not a request for competitive proposals nor a solicitation of offers. The NAICS for this procurement is 334220 (with a Small Business Size Standard of 750 employees). A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government.
