- Redacted J&A This notice is posted in accordance with FAR 5.101 and FAR 5.3. On 25 July 2017, the Army Contracting Command - Rock Island awarded Modification P00015 to extend the existing Heavy Lift 7 Contract W52P1J-11-D-0059 for the period of 01 September 2017 through 31 May 2018. This extension is made under the authority 10 U.S.C. 2304 (c)(1), Only One Responsible Source, as implemented by FAR 6.302-1. The contract period of performance was initially for a base year plus four option periods. FAR clause 52.217-8 was exercised for a period of performance of 01 September 2016 through 28 February 2017. Subsequently, a six-month extension was approved and exercised IAW FAR 6.302-1 for performance through 31 August 2017. The exercise of this extension extends performance through 31 May 2018, with the option to extend an additional three months through 31 August 2018, as approved in J&A 17-053. This notice is not a request for competitive proposals or quotations and a solicitation will not be issued for this requirement. The initial solicitation W52P1J-10-R-0132 was originally synopsized, as well as the original issuance of contract W52P1J-11-D-0059. A notice as posted on May 05, 2017 to synopsize this as a proposed action and provided the respective J&A. This notice also contains a copy of the redacted J&A, as required by FAR 6.305. The nine-month extension was awarded to HETCO under 6.302-1 as it is unlikely to award to any other source as it would result in unacceptable delays in fulfilling agency's requirements. A follow-on competition is underway for the follow-on Heavy Lift contract. The solicitation, W52P1J-16-R-0027, was issued on 15 February 2017, closed on 12 April 2017, and proposals are currently being evaluated. This modification will continue critical line haul support services throughout the Kuwait and Central Command AOR. Services to be provided include all personnel, equipment, tools, materials, supervision, and non-personal services necessary to perform commercial line haul, heavy lift and personnel transportation services.
