- Description: The U.S. Army Corps of Engineers, Sacramento District is issuing this announcement for the software maintenance, development and configuration support for the Rating Editor. The US Army Corps of Engineers, Sacramento District, intends to negotiate on a sole source basis with Resource Management associates (RMA) under the authority of FAR 13.106-1(b)(1), Only 1 responsible offeror. A sole source justification has been prepared in support of this acquisition for maintenance and support of Rating Editor. Firms believing they can provide these supplies or services above must provide written notification to the Contracting Officer with supporting evidence to that effect in sufficient detail to demonstrate the respondent's ability to meet the stated requirements. This notice is not a request for competitive proposals. All responses received within 5 calendar days of the date of publication of this notice will be considered by the Government. A determination by the Government not to compete this proposed action based on responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. Responses should be emailed to the Government point of contact for this acquisition. Responses should include the firm's Dun and Bradstreet number (DUNS) and Tax Identification Number (TIN). Firms should identify business size (i.e. small business, other than small business, etc.) in accordance with the size standard for NAICS Code 541511 which is $27.5 Million. Contracting Activity: US Army Corps of Engineers, Sacramento District, 1325 J. St., Sacramento, CA. 95814 2. Description of Action: This is a firm-fixed price sole source purchase order. The purpose of this contract is to provide Hydrologic Engineering Center (HEC) with software maintenance, development, and configuration support for HEC-Watershed Analysis Tool (WAT) and Flood Risk Analysis (FRA). 3. Description of Supplies/Services: This sole source solicitation is to provide the US Army Corps of Engineers, Institute for Water Resources, Hydrologic Engineering Center (HEC) with future identified maintenance of HEC-WAT and FRA package. This includes, expand sampling for HEC program models, scaling precipitation frequency curves, and frequency curve sampling. Programmer support for HEC-WAT and FRA is necessary during the in-house sampling periods. Services are needed from a Senior Software Analyst/Programmer, Software Analyst/Programmer, Hydrologic Engineer, Technical Writer, and Jr. Software Analyst/Programmer to assist with issue classification, sampling, field support activities, minor modifications or enhancements, meetings, and documentation for HEC software package HEC-WAT and FRA. 4. The statutory authority permitting other than full and open competition. The Services Acquisition Reform Act of 2003 (41 U.S.C.§428a) as implemented by FAR 13.106-1(b)(1) - Only One Responsible Source and No Other Supplies Or Services Will Satisfy Agency Requirements. 5. Market Research: Due to RMA's continuous history of integral involvement of the proprietary source code for WAT and the FRA, RMA is the only practical choice for this solicitation. However, a synopsis will be posted to the FEDBIZOPPS website. Any firms that believe they can provide the same support are encouraged to submit capability statements to that effect. 6. Price estimate, including options, if applicable. $xxxxxxxx is estimated for a one year contract based upon previously known discipline rates by the Contractor. 7. Recommended source.
