Project No. 542-10-104 Construction Phase Renovate Building 14 Boiler Plant ACQUISITION INFORMATION: THIS OPPORTUNITY IS AVAILABLE ONLY TO SERVICE DISABLED VETERAN-OWNED SMALL BUSINESSES. Service Disabled Veteran-Owned Businesses (SDVOSB) must be verified by The Center for Veterans Enterprise, CVE ). This acquisition is conducted in accordance with FAR Part 36 & 14, Invitation for Bid. Project 542-10-104, this project will totally demolish selected areas in the interior to the structural surfaces and renovate Building 14, Boiler Plant. Scope of Work includes but not limited construct a new control room and staff areas on the north side of the building adjacent to the existing entrance currently used as material storage, modifying the existing entrance by adding a secure ante room allowing staff to be able to have increased security at the entrance. The control room and staff use areas will be enhanced with windows to provide adequate natural lighting, new control room, staff break area, toilet / shower room, record storage room will all be located adjacent to each other. The existing control room and break area will be converted to shop work areas along with the existing shop areas will be converted to needed storage. The interior of spaces will be finished with the appropriate wall and ceiling surfaces, lighting, Heating, Ventilation and Air Conditioning (HVAC), hot / cold water and waste piping and electrical requirements. The exterior building envelope will be covered with new steel roofing system, wall siding panels for maintenance free, weather proofing and protection of the existing fragile red clay block walls, all existing windows, doors and louvers will be replaced. On the south side of the building the existing roadway will be excavated in order to make necessary repairs to the coal bin concrete lids and replace the waterproofing membrane, replace roadway, construct a new entry light wells, and install vehicle traffic limitation barriers to restrict vehicles from driving and parking over the areas. The new work shall meet all applicable VA criteria, building codes, fire protection / life safety codes and national electrical / HVAC / plumbing codes. The solicitation documents and drawings will be available for download from the website https://www.fbo.gov on or about August 22, 2017. Potential bidders are responsible for monitoring this site for the release of the solicitation package and any other pertinent information and updates. The Government will not provide paper copies of the solicitation. Bidders will be responsible for downloading their own copy of the solicitation package, drawings, and subsequent amendments, if any. Telephone, written, facsimile, or e-mail requests for the solicitation will NOT be honored. It is essential that interested parties register on the contractors mailing list at https://www.fbo.gov, "Interested Vendor List". Individual copies of the Bidder s Mailing List WILL NOT be prepared nor distributed by the Contracting Officer. The solicitation amendments issued to the RFP will be posted to the website and offerors are advised it is their responsibility to obtain and acknowledge all amendments. Paper copies of amendments will NOT be individually mailed. The Pre-Bid site visit walk-thru will be held on August 28, 2017, at 10:00 AM (EST). Contractors are to meet in Bldg. 19 South Conference Room at The Department of Veterans Affairs, VA Medical Center, 1400 Blackhorse Hill Road, Coatesville, PA 19320. While the walk-thru is not mandatory, all bidders, suppliers and subcontractors are strongly encouraged to attend. All requests for information or questions regarding the solicitation must be submitted in writing to the Contracting Officer via mail to the mailing address: Coatesville VAMC, 1400 Blackhorse Hill Road, Coatesville, PA 19320, or by email: elizabeth.morin3@va.gov no later than Close of Business, September 4, 2017. No telephonic or fax requests will be honored. In accordance with VAAR 836.204, the magnitude for this procurement is between $2,000,000 and $5,000,000 and NAICS Code 238220 with a small business size standard of $15 million. Bids are due/Bid Opening will be held on September 25, 2017, 10:00 AM. All interested contractors must ensure that their firms have the ability to provide 100% Performance and Payment Bonds and a 20% Bid Guarantee. The Government contemplates award of a Firm Fixed Price contract resulting from this solicitation. Award of this contract is subject to the availability of FY17 funds. The maximum time for completion of the project is 365 calendar days after receipt of Notice to Proceed. To be considered for award, all prospective contractors MUST be registered in the System for Award Management (SAM) Database at www.sam.gov, MUST be in compliance with VAAR 819.7003 and meet the CVE SDVOSB verification requirements per www.vetbiz.gov, and MUST meet OSHA/EPA requirements.
