- N00164-16-G-JT15-0004-0001 - SOLE SOURCE JOB ORDER MODIFICATION - ANALYSIS ON THE ABILITY OF THE COMMON DATA LINK (CDL) DIRECTION ANTENNA ASSEMBLY BEING USED AS AN INDEPENDENT DIRECTIONAL FINDER (DF) ANTENNA WHILE NOT COMPRMIPSING THE FUNCTIONALITY OF THE CDL SYSTEM, AND PROTOTYPES - FSC 58 - NAICS 334511 Issue Date: 08 AUG 2017 - Closing Date: 22 AUG 2017 - 2 PM EST JOB ORDER N00164-16-G-JT15-0004-0001 - Naval Surface Warfare Center (NSWC) Crane intends to procure the inclusion of analysis pertaining to Sensor Integration Engineering Design as part of an existing Feasibility Study issued on N00164-16-G-JT15 (Order Number N0016417FJ021). NSWC Crane also intends to procure four (4) antenna prototypes using Government Furnished Property based on the Sensor Integration Engineering Design developed as part of the Job Order Modification. This requirement will be negotiated on a sole source basis with L3 Technologies, Inc., 640 N 2200 W, Salt Lake City, UT 84116-2925, under Basic Ordering Agreement N00164-16-G-JT15 in accordance with Statutory Authority of 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1. "...only one responsible source and no other supplies or services will satisfy agency requirement." The basis for restricting competition is the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is not expected to be recovered through competition, and unacceptable delays in fulfilling the agency requirement through any other source. In addition, unacceptable delays in fulfilling the agency requirement through any other source would impact the mission. The Solicitation will not be posted on FedBizOpps, but sent directly to the sole source contractor. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed action is solely within the discretion of the Government. Contractors must be properly registered in the System for Award Management (SAM).
