- Solicitation Number: R17PS01045 Synopsis: The dates included in this announcement are approximate and may be subject to change at the discretion of the Bureau of Reclamation. Actual dates will be established at the time the solicitation is made available. This is ONLY a pre-solicitation announcement with a synopsis of the requested service. Complete specifications will be available upon release of the solicitation. The Department of Interior, Bureau of Reclamation (USBR), Pacific Northwest Region, intends to solicit proposals for Hungry Horse, Montana for paving and chip seal of the lower road. The principle components of work are, but are not limited to: 1)Crack Sealing 2)Asphalt Pavement 3)Chip Seal Proposal information: Reclamation intends to award one Firm Fixed-Price Requirements contract with a 30-45 day period of performance estimated to begin either the fall of 2017 or spring of 2018. The applicable North American Industry Classification System (NAICS) code is 237310 and the Small Business Size Standard is $36.5 million. This procurement is being advertised as a total small business set-aside. Offers will be accepted from all responsive and responsible small business concerns. The procurement will be awarded using the invitation for bid procedures set forth in Federal Acquisition Regulation Part 14. In accordance with FAR 36.204, advance notices and solicitations shall state the magnitude of the requirement in terms of physical characteristics and estimated price range. In no event shall the statement of magnitude disclose the Government's estimate. The magnitude for this construction project is between $500,000.00 and $1,000,000.00. Location: Hungry Horse Dam is approximately 30 miles northeast of Kalispell, Montana in Flathead County. A one-time site visit will be established after issuance of the solicitation. Posting: The anticipated Invitation for Bids (IFB) with solicitation number R17PS01045 will be issued via https://www.fbo.gov. Interested vendors may also check the website at https://www.fedconnect.net. The solicitation and any subsequent amendments and/or notices will be available to vendors on these websites APPROXIMATELY the third week of August, but all dates in this notice are subject to change and we invite all interested parties to check frequently for a possible change to this date. Registrations: To take advantage of business opportunities with the Bureau of Reclamation (USBR) and the Department of the Interior (DOI) vendors must register their firm with the System for Award Management (SAM.gov) and in the annual Online Representations and Certifications Application (ORCA) to be considered for contract award (No exceptions). Lack of registration prior to award, may make an offeror ineligible for award.
