FA2521-17-B-0010, issued as an Invitation For Bid (IFB). All applicable provisions and clauses are included in the solicitation document. This announcement constitutes the solicitation notice being issued. This IFB is being set-aside to HUBZone Small Business (HUBZone) concerns; all other bids will be deemed non-responsive. Contract award will be based on FAR Part 14 Sealed Bidding. An award will be made to the responsible bidder (IAW FAR 9.104-1) whose bid is responsive to the terms and conditions of the IFB and is most advantageous to the government, considering only price and the price-related factors included in this solicitation. Interested parties should register on-line and subscribe to receive procurement announcements related to this solicitation via the Federal Business Opportunity website (www.fbo.gov). There will be no paper copies of this solicitation. All solicitation information may be obtained through the above referenced website. Project Title: Repair HVAC, Various, CCAFS Project No: DBEH 12-1649 Place of Performance: Cape Canaveral Air Force Station (CCAFS), FL and Jonathan Dickinson Missile Tracking Annex (JDMTA), FL Brief description of the work: The contractor will be required to provide all materials, labor, equipment, and management to repair/replace the HVAC systems and associated mechanical/electrical components in six (6) facilities at CCAFS and JDMTA, FL. All work to be performed in accordance with the project technical specifications and drawings. Period of performance: 240 calendar days, including 60 non-access/no-dig days, after issuance of Notice to Proceed (NTP). NTP to be issued within 30 calendar days after award. Magnitude of construction IAW FAR 36.204: Between $1,000,000 and $5,000,000. Additional information: The applicable NAICS code is 238220, Plumbing, Heating, and Air-Conditioning Contractors, the size standard of which is $15,000,000. This acquisition will be a competitive set-aside for HUBZone concerns. The IFB will be available by electronic transmission only at http://www.fbo.gov. The IFB is available as of 08AUG17 with the bid closing at 09:00 AM EDT on 07SEP17. An organized site visit has been scheduled for: CCAFS - Thursday, August 17, 2017 at 09:00 AM EDT; participants will meet at: Visitor Control Center (South Main Gate), Cape Canaveral Air Force Station, Hwy 401 North, Samuel C. Philips Parkway, Cape Canaveral Air Force Station, FL 32920. A tentative site visit (dependent upon mission requirements) has been scheduled for: JDMTA - Monday, August 21, 2017 at 10:00 AM EDT; Participants will meet at: Jonathan Dickinson Missle Tracking Annex, 18205 SE County Line Road, Tequesta, FL 33469. The site visits are not mandatory. Submit the names of all attendees to Robert J. Baker ( robert.baker.58@us.af.mil ) prior to 12:00 PM EDT on 14AUG2017. This information must be provided in advance in order to ensure access to the military base/site. Please submit a completed Base Access/Badge Request for all attendees as provided in Attachment 7, by the aforementioned date and time. All questions should be submitted using the Question & Answer Template, to ALL points of contact listed above and must be received no later than 23AUG2017 @ 12 p.m. ETA. Questions received after this date may not be answered. All answers will be posted to www.fbo.gov as an amendment to the solicitation announcement. Potential offerors must be currently registered in the System for Award Management (SAM) website (www.sam.gov) to be eligible for award. *PLEASE NOTE: THURSDAY, 07SEP2017 @ 11:00 AM EDT is the public bid opening time only.
