The Contractor shall provide all material, equipment, labor, supervision, facilities, tools, transportation and logistics, and other items or services as necessary in accordance with the U. S. Coast Guard Ocean Engineering Specification No. 455, Revision E, and related specifications and drawings as provided in the solicitation. This solicitation is a total small business set-aside in accordance with FAR Subpart 19.5 and will utilize negotiation procedures in accordance with FAR Part 15. The anticipated award will be a Requirements Contract with Fixed Prices and an Economic Price Adjustment (EPA) for steel and diesel prices on a semi-annual/annual basis in accordance with the solicitation terms, for a base year period with four option year periods (if exercised by the Government). The Coast Guard anticipates making a single award to the lowest cost, technically acceptable responsible offer received. As part of the pre-award process, USCG personnel may conduct a pre-award survey of the Contractor's facilities to ascertain existing manufacturing equipment, production capabilities, and other technical aspects to assure the full ability to perform the fabrication of the river buoys. Prior to starting a full production run, a first article test lot will also be required for inspection as indicated in the solicitation. Any Contractors interested in the requirement must be registered in the System for Award Management (SAM) with a current and active status prior to award, during performance, and throughout the life of the contract and all options.
