Attachment S-3 Pre-Proposal Information (PPI) Form NOTICE - USS OSCAR AUSTIN FY18 DMP Solicitation Advance Package The Naval Sea Systems Command (NAVSEA) intends to issue solicitation N00024-17-R-4428 for the execution of the USS OSCAR AUSTIN (DDG 79) Fiscal Year (FY) 18 Depot Modernization Period (DMP) on the East Coast. A compact disc (CD) containing Attachment J-1 (Specification Package No. [SSP TPPC-DDG79-NSSA17-CNO1]) and Attachment J-2 (Work Item Plans, Drawings, and Other References) to the Solicitation are available for pick-up at MARMC by request. Contact LCDR Bran Sherman (bran.sherman@navy.mil) and Jamillah Powell (jamillah.powell@navy.mil) to coordinate CD pick-up. Execution Milestones and Key Event Dates (Attachment J-3), and Pricing Workbook (Attachment J-4) for the USS OSCAR AUSTIN (DDG-79) FY18 DMP are hereby available upon request via email or AMRDEC. Contact LCDR Bran Sherman (bran.sherman@navy.mil) and Jamillah Powell (jamillah.powell@navy.mil) to request copies of these files. Please note that the advance package is the Availability's final published work package. Any changes to the package from this point will be documented via a formal work package ERRATA or Addendum. Ship Checks: USS OSCAR AUSTIN (DDG 79) will not be available for ship checks prior to the proposal submission due date. Similar sister ships, USS BULKELEY (DDG 84) and USS BAINBRIDGE (DDG 96) may be available. Similar sister ships may be utilized for ship checks of all work items within this RFP. Offerors, including significant subcontractors, may inspect the USS BULKELEY (DDG 84) and USS BAINBRIDGE (DDG 96) between 10 August - 24 August 2017 at Naval Base Norfolk, Virginia. Please note: These dates are subject to last minute change. To schedule a ship check, offerors shall email a "Request for Ship Check" to Jamillah Powell and LCDR Bran Sherman at jamillah.powell@navy.mil and bran.sherman@navy.mil, respectively. Participants will be subject to security, safety, and other applicable regulations established by Mid Atlantic Regional Maintenance Center (MARMC) and ship's Commanding Officers. Contractors conducting MARMC related work efforts must visit MARMC security website for latest forms and instructions at http://www.marmc.navy.mil/visitors.html. Bidders' Questions: Offerors are encouraged to ask bidder's questions (see Attachment S-3). Note that the Navy will treat these questions received as Bidder's Questions and will post them publically to FBO. ALL INQUIRIES shall be made in writing and directed to Jamillah Powell, Contracting Officer, and LCDR Bran Sherman, Contract Specialist, at jamillah.powell@navy.mil and bran.sherman@navy.mil. To ensure the Government is able to adequately address and respond to offeror requests for information (RFIs) via amendment, it is requested questions be submitted no later than 13 September 2017 at 3:00 pm, local time, Washington DC. The Navy reserves the right to not answer any requests received after this date and time. Furthermore, offerors should note that the proposal due date will not be extended solely on the basis of requests received after this date and time. RFIs should reference solicitation number N00024-17-R-4428, specification page and paragraph number, and be submitted on the Pre-Proposal Information (PPI) form (Attachment S-3) provided. Proposal Due Date: The Government expects the Solicitation to require a proposal due date of no later than 29 September 2017 at 3:00 pm, local time, Washington DC. Estimated Award Date: The Government anticipates making a single award on or around 21 December 2017. This notice is not a contract, request for proposal, a promise to contract, or a commitment of any kind on the part of the Government. Costs incurred in response to this notice are not considered an allowable direct charge to the Government. The Government will not reimburse costs for any effort expended in response to this announcement.
