- Request for Information from Vendors The Air Force Medical Services (AFMS) provides medical care throughout a wide range of environments including the various roles of care in the military theater. The emerging/reemerging of epidemic threats and highly infectious diseases such as Ebola, Severe Acute Respiratory Syndrome (SARS), and Middle Eastern Respiratory Syndrome Coronavirus (MERS-CoV), coupled with the threat of biological warfare, has driven the need for an expeditionary materiel solution. This solution will enhance the United States Air Force's (USAF) ability to treat in-place and strengthen holding capabilities of highly infectious patients (HIPs) at Military Treatment Facilities (MTFs), Expeditionary Medical Support (EMEDS) hospital, or an En-Route Patient Staging System (ERPSS). The implementation of a biocontainment unit (BCU) will provide an expeditionary capability for use in the continental United States (CONUS), outside the continental United States (OCONUS), or deployed locations. AFMS lacks an expeditionary biocontainment capability to support a contingency event with a large number of patients within CONUS or OCONUS. Although there are 10 regional centers determined by the United States Department of Health and Human Services (HHS) that have the ability to treat and manage HIPs, they do not address the need for treating and managing HIPs OCONUS or in deployed locations. Moreover, it is estimated that these regional centers only have the capacity to treat less than 25 patients, which is insufficient in the event of a large number of HIPs. The BCU is needed to mitigate the limited capability to treat in-place, isolate, and quarantine HIPs. The BCU will also enable global USAF engagement and execution of missions across the full range of military operations (ROMO) under varied environmental conditions, while protecting personnel from the spread or threat of infectious diseases.
