- This is a Special Notice of intent to procure satellite transmission of electronic logbook data for Pacific Island longline fisheries for the Department of Commerce (DOC), National Oceanic & Atmospheric Administration (NOAA), National Marine Fisheries Service (NMFS), Pacific Islands Fisheries Science Center (PIFSC) on a sole source basis from CLS America, Inc. The Government intends to acquire services using FAR Part 12, Acquisition of Commercial Items in conjunction with FAR Part 13, Simplified Acquisition Procedures. Participants in the Hawaii and American Samoa-based longline fishery have previously been outfitted with CLS Thorium VMS units manufactured by CLS America, Inc. as the units provide geographic location as well as the capability of transmitting data from the vessel. In addition, participants in the fishery will be provided a tablet that is customized with electronic reporting software that is capable of linking to the VMS units. The tablets will be used for daily electronic reporting within the fleet. In order to support daily reporting, the electronic logbook software is required to submit data through a satellite transmission to the PIFSC. The VMS units manufactured by CLS America will only transmit daily longline catch and effort data via satellite using the CLS satellite transmission. The Government intends to negotiate a firm-fixed-price purchase order with an approximate period of performance of approximately September 1, 2017 - August 31, 2018. The NAICS code for this procurement is 518210 with a corresponding size standard of $32.5 million. This Special Notice is not a request for competitive proposals and no solicitation package is available; however, other potential sources with the expertise and required capabilities may submit such data which demonstrates the requirements stated above. Submissions are due no later than August 15, 2017 at 2:00 p.m. HST. Oral communications are not acceptable in response to this notice. Responses shall be emailed directly to Contracting Officer, Stephanie Garnett at Stephanie.M.Garnett@noaa.gov. A determination by the Government not to compete this requirement based upon responses to this notice is solely within the discretion of the Government. It is the Government's belief that only CLS America can provide the requirements as stated above. This procurement also requires contractors to complete the electronic representations and certifications at the SAM website. All vendors doing business with the Government are required to be registered with the System for Award Management (SAM). No award can be made unless the vendor is registered in SAM.
