Description
INTENT TO SOLE SOURCE The VA Pittsburgh Healthcare System intends to negotiate on a sole source basis with Perimed Inc. 44 W. Lancaster Avenue, Suite 220, Ardmore, PA 19003 to provide Periflux 6000 in accordance with FAR 13.106-1. Perimed Inc is the only manufacturer and distributor of the Periflux 6000. This Notice of Intent is NOT a request for competitive proposals. Parties may identify their interest; accompanied by supporting literature, to the Contracting Officer no later than August 9, 2017 at 3:00 p.m. est. ALL Responses should be sent to Amanda.Saunders@va.gov. No telephone responses will be accepted. Information received will be for the purpose of determining whether or not to conduct a competitive procurement. Contracting Office Address: Attn: Amanda Saunders, Department of Veterans Affairs Network Contracting Office 4, 1010 Delafield Road Pittsburgh, Pennsylvania 15215-1802 ATTACHED IS A COPY OF THE STAMENT OF NEED Transcutaneous Oxygen Monitor - Statement of Need Background: The Lebanon VA Medical Center (LVAMC) has a requirement for one (1) Transcutaneous Oxygen Monitor, and components to be utilized in a clinic setting. The LVAMC providers presently do not have such a device. The acquisition of this unit will result in superior diagnostic ability in Podiatry Service as they deal with serious wounds and infections which threatens the viability of a patient keeping his affected limb. Scope of Work: The Transcutaneous Oxygen Monitor (TcPO2) is a non-invasive measurement reflecting the amount of O2 that has diffused from the capillaries, through the epidermis. TcPO2 provides additional support for the decision to perform revascularization surgery and serves as an indicator of amputation level and as a means of quantifying the benefit offered by a surgical intervention or a drug treatment. Salient Characteristics of the Transcutaneous Oxygen Monitor: Standalone touchscreen interface with up to 8 tcpO2 channels. Camera included for wound documentation and mapping. Portable but can be mounted to a stand or an arm. Step by step guidance throughout procedure via screen displays. Multiple tests may be implemented, including exam room and an in-chamber measurement. Automatic report generator which includes the site positioning photo, which can be printed or exported as a PDF file. The report template can be customized. HIPAA compliant. Data from the unit can be transferred to a PC. Dedicated panel PC Shall meet the following specifications: Start-up time - not more than 60 seconds Alarms are visual and audible Weight not more than 4.9kg Touch Screen 8.4 Color TFT-LCD, Resolution 800X600 pixels Cart with Isolation Transformer (600 VA) PSW ExM Upgrade to DICOM PSW ExM Light Dedicated Color Printer PF 6114 Additional Information: The PeriFlux or equal model is requested, as this is the type of Monitor, after research has the features that would contribute most effectively to the process of wound healing for Veteran patients, and have the best outcome in the probability of avoiding amputation of a limb. Delivery: Delivery shall be within thirty (30) days from the time of award. The Transcutaneous Oxygen Monitor and accessories shall be delivered to the Lebanon VAMC located at 1700 S. Lincoln Ave., Lebanon, PA 17042; Attn; Warehouse. BioMedical Engineering will need to perform a safety check and enter the equipment in to the system for annual Preventive Maintenance (PM) checks. Placement in the LVAMC clinic shall be coordinated through the SME and Contracting Officer Representative.
