- J&A FA2263-17-Q-0026 NOTICE OF CONTRACT ACTION (NOCA) AFMETCAL at Heath, OH intends to solicit, negotiate, and award a sole source firm-fixed price (FFP) purchase order under FAR 13, Simplified Acquisition Procedures, to Fluke Electronics Corporation, 6920 Seaway Blvd., Everett, WA 98203. Market research was previously conducted and it has been determined that this is a sole source requirement IAW FAR 6.302-1. The proposed North American Industry Classification System (NAICS) code for this acquisition is 334513, size standard 750 employees. This purchase order will be for an update to the ADCS-601Air Data Calibrators in accordance with the attached Purchase Description, 17E-214A-PR, Rev 3, 16 Dec 2016. This is not a request for competitive proposals and no solicitation is available. All responsible sources may submit a quotation which shall be considered by the agency. Interested sources must respond in writing with clear and convincing evidence to support their ability to provide the required supplies no later than 23 Aug 2017 at 3:00 PM EDT to the Contracting Officer and the Contract Specialist. Electronic submissions to the Contracting Officer's and Contract Specialist's emails are permissible in a PDF compatible attachment with an original sent by overnight mail. Due to current Air Force requirements emails shall not include ZIP files. Interested sources shall allow sufficient time for receipt of electronic transmission by the due date and time baring the risk for untimely submissions. A determination by the Government not to compete this action based on responses received is solely within the discretion of the Government. Authority: 10 U.S.C 2304(c)(1), Justification: Supplies required are available from only one (1) or a limited number of responsible source and no other type of supplies or services will satisfy agency requirements. Lt Col Peter A. Sandness, AFLCMC/AQ, has been appointed as Ombudsman to hear concerns from offerors, or potential, during the proposal development. The purpose of the Ombudsman is to communicate contractor concerns, issues, disagreements, and recommendations to the appropriate government personnel. Existence of the Ombudsman does not diminish the authority of the Program Director or the Contracting Officer. Accordingly, the Ombudsman does not participate in the preparation of solicitations, evaluation of proposals or source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman but rather to the Contract Specialist identified.
