- Description
- The Naval Research Laboratory (NRL) conducts basic and applied research programs focusing on the development and application of new materials and devices in support of the Naval Science and Technology (S&T) Focus Area, Power and Energy. The scientific challenges and roadblocks that NRL continues to study at the basic science level are 1) the development of new catalyst materials for alternative energy and operational fuel development and 2) the advancement of new materials and technologies for capturing and processing environmental sources of carbon and hydrogen as feedstocks for alternative energy and operational fuel production. The scope of work is to provide technical expertise, experience, and assistance with real-scale testing and evaluation in support of NRL research programs in the following areas: 1. Commercial scale catalyst material synthesis 2. Commercial scale catalyst testing and evaluating 3. Consulting, evaluating, designing, and testing systems and subsystem components for short term storage of feedstocks 4. Design support and prototype support 5. Scientific/Engineering/Technician manpower support. A complete Statement of Work will be available as part of the solicitation. It is anticipated that a Cost Plus Fixed Fee (CPFF) type contract will be awarded as a result of this solicitation. The period of performance shall extend from date of award through one year with four one-year options. The work shall be performed at the COntractor's facility. All responsible sources may submit a proposal which shall be considered by the agency. The Government does not intend to use the procedures as outlined in FAR Part 12 for this acquisition. The NRL uses electronic commerce (EC) to issue requests for proposals (RFPs) and amendments to RFPs. Paper copies of the RFP will not be provided.
