- Improve Two Sites to include Parking, Restrooms, Waysides and Paths at Minuteman Missile National Historic Site, Phillip, SD The scope of work includes constructing new site amenities at the Delta-01 (D-01) Launch Control Facility and the Delta-09 (D-09) Launch Facility, which are geographically separated units of Minuteman Missile National Historic Site, Philip, SD. The new site amenities to be constructed under this contract include new parking lots with aggregate surfacing (base bid) or asphalt surfacing (bid additive) at both locations, a new comfort station (restroom with flush fixtures) with attached interpretive shelter at D-01 (base bid), a new stand-alone interpretive shelter (base bid) and separate vault toilet restroom facility (bid additive) at D-09, and associated site grading, concrete sidewalks, signage, site fencing, site furnishings, site restoration, etc. at both locations. The interpretive shelters at both locations include custom designed exposed structural steel elements. The work also includes a new potable water system, electrical system and on-site wastewater disposal system at D-01 (all base bid), and a new electrical system (bid additive) at D-09. The work at D-01 includes extending an accessible concrete sidewalk across the county road and along and adjacent to the historic launch control facility site driveway to end at the site historic security gate (base bid). The work at D-09 includes extending an accessible concrete sidewalk to the historic launch facility security gate (base bid). The work of installing these accessible sidewalks at both locations includes site grading and installation of new pedestrian fence gates (base bid). The work also includes providing and installing specially designed new park identity signs at each location (bid additives). All construction work will be performed within limited disturbance limits and protection of existing natural and cultural (historic) resources is required. The type of work required to be performed includes, but is not limited to: site work, site grading, erosion and sedimentation control, protection of existing features and resources, fencing, utility trenching and installation, material hauling, installation of on-site wastewater system and associated equipment and appurtenances, aggregate and asphalt roadway and parking lot placement and paving, concrete flatwork, structural concrete foundations, building framing and envelope and exterior and interior finishes, specialty structural steel erection, installation of pre-fabricated vault restroom facility, and site restoration. The contractor shall provide all tools, materials, labor, supervision and other items necessary to complete the entire project as specified. This project is set-aside 100% for Service Disabled Veteran Owned Small Business (SDVOSB) using NAICS Code 236220 with a size standard of $36.5 million, PSC Y1JZ. The magnitude of this project, inclusive of all bid additives, is between $1,000,000 and $5,000,000. The anticipated period of performance is 120 days and would occur after October 17, 2017. An Offer Guarantee and Performance and Payment Bonds will be required. Davis-Bacon Wage Rates for Jackson County, South Dakota shall apply. The National Park Service (NPS), Midwest Region (MWR), Nekota Major Acquisition Buying Office (MABO), intends to issue a solicitation as an Invitation for Bids (IFB) that will result in a firm-fixed price construction contract. The government intends to issue Solicitation Number P17PS01253 and its attachments, on or about August 30, 2017. Applicable site visit details will be provided with the solicitation documents. The solicitation will be posted to the Federal Business Opportunities (FBO) website at https://www.fbo.gov. The solicitation package, including applicable drawings, plans, etc., will be posted to FedConnect at https://www.fedconnect.net. No hardcopies or email copies will be provided. Bidders must have a DUNS number, be registered and active in the System for Award Management (SAM) http://www.sam.gov, to include current Representations and Certifications, in order to be eligible for award.
