THIS ANNOUNCEMENT IS NOT A REQUEST FOR PROPOSAL. THE GOVERNMENT WILL NOT PAY NOR REIMBURSE ANY COSTS ASSOCIATED WITH RESPONDING TO THIS REQUEST. THE GOVERNMENT IS UNDER NO OBLIGATION TO AWARD A CONTRACT AS A RESULT OF THIS ANNOUNCEMENT. PROJECT NO. 632-17-101, REPLACE PACKAGED OUTDOOR AIR-HANDLING UNITS, BLDG. NO. 200 at the Northport VA Medical Center, Northport, NY. Replacement of existing rooftop units at the first and fourth floor roofs of the main hospital building as required by drawings and specifications. Work includes general construction, mechanical and electrical work, necessary removal of existing construction, and certain other items. Work shall include demolition of existing rooftop units along with steam and electrical services, rigging of new rooftop units, and connection to existing steam and electrical services. The units to be replaced are 5,500 CFM (approx. 33-ton) and 12,800 CFM (approx. 71-ton), consisting of steam heating coils, electrically driven compressors, and steam humidification with filtration as specified. The contractor shall also provide complete stand-alone control systems connected to facility building automation system and start-up, testing and balancing of new units. Required shutdowns shall be coordinated with the facility to minimize impact on patient care areas of the hospital. The contract completion time is 280 calendar days from receipt of Notice to Proceed. This contract does not involve VA sensitive information and contractor personnel do not require access to VA systems. Information made available to the contractor or subcontractor by VA for the performance or administration of this contract or information developed by the contractor/subcontractor in performance or administration of the contract shall be used only for those purposes and shall not be used in any other way without the prior written agreement of VA. This procurement is a 100% set-aside for Veteran Owned, Small Businesses (VOSBs). Prospective contractors must be registered and current in the System for Award Management (SAM) database prior to contract award: https://www.sam.gov/portal/public/SAM/. Proposals will only be accepted from VOSBs that are determined to be responsible and responsive contractors. Prospective contractors must be approved under NAICS Code 236220, size standard of $15.0 Million. The cost range for this project is between $500,000.00 and $1,000,000.00. A bid bond will be required, and performance and payment bonds will be required upon award of contract. The solicitation will be released on or around August 17th, 2017. The proposal submittal address, date and time will be included in the solicitation. Specifications and plans will be available for download from the FedBizOpps website at https://www.fbo.gov. Amendments to this solicitation will be posted on the FedBizOpps website as well. Offerors are responsible for obtaining and acknowledging all amendments to this solicitation prior to the time of closing.
