- Specifications Clauses Combined Synopsis Solicitation Combined Synopsis/Solicitation Poultry Isolators for Southeast Poultry Research Lab (SEPRL) in Athens, GA This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation (associated with AG-32SC-P-17-0299) is issued as a request for quotes (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. This solicitation will be a 100% Total Small Business Set-Aside. The associated NAICS Code is 334516, Analytical Laboratory Instrument Manufacturing, with a small business size standard of 1000. The contract will be Firm, Fixed-Price and consist of two line items. The first line item is for twenty-four (24) poultry isolators. The second line item is an option to purchase up to sixteen (16) additional poultry isolators for same or better price. All prices shall include FOB shipping to SEPRL, 934 College Station Road, Athens, GA 30605. A detailed product minimum specification document is attached to this notice, entitled 'Poultry Isolator Specifications'. Quotes will be evaluated based upon Technical (does the proposed product meet the agencies' needs/requirements; Experience (does the quoter have poultry isolator experience); and Price (is the price fair and reasonable). Award will be made to the vendor whose quote provides the best value to the Government in that the contractor has poultry isolator experience and is capable of providing poultry isolators that meet the ARS's needs as per the specifications and that the price is fair and reasonable. FAR 52.212-1, entitled 'Instructions to Offerors - Commercial Items', is applicable to this acquisition. Offerors must include with their quotes a completed copy of the provision found in FAR 52.212-3, 'Offeror Representations and Certifications - Commercial Items'. FAR 52.212-5, entitled 'Contract Terms and Conditions - Commercial Items', is applicable to this acquisition. FAR 52.212-5, entitled 'Contract Terms and Conditions Required To Implement Statutes or Executive Orders - Commercial Items', is applicable to this solicitation. This acquisition requires the use of Biobased products to the extent that such products are reasonably available, meet agency or relevant industry performance standards, and are reasonably priced.
