- NASA/NSSC has a requirement for quantity one (1) shortwave infrared pyro-camera with data acquisition and analysis software. NASA/NSSC intends to issue a sole source contract to Ophir-Spiricon under the authority of FAR 13.106-1(b)(1)(i). Ophir-Spiricon is the only shortwave ir laser profile instrument found that meets our requirements. Our requirements for this camera/software system include the following: 1) direct measurement of laser and incoherent beam profiles over the 1060nm to 3000nm wavelength range; 2) a 25.4 x 25.4 mm active area for the camera detector array and aperture; 3) both chopped cw and pulsed operation; 4) a 2W array damage threshold power and peak power density damage thresholds of 8 W/cm2 (chopped mode) and 4W/cm2 (cw pulsed mode); 5) less than 15nW/Hz1/2 at 1 Hz noise equivalent power per pixel; 6) 1000:1 linear dynamic range; 7) 16 bit ADC data acquisition with USB 3.0 PC interface and data analysis software. NASA/NSSC will be the procuring center for this effort. Shipping address is NASA/Goddard Space Flight Center, 8800 Greenbelt Road, Greenbelt, MD 20771. The Government intends to acquire commercial items and services using the provisions, clauses and procedures prescribed in FAR Part 12 and FAR Part 13. The NAICS Code for this procurement is 334516. Interested organizations may submit their capabilities and qualifications to perform the effort by email to Dorothy.s.baskin@nasa.gov not later than 12:00 p.m. Eastern Standard Time on Thursday, August, 17, 2017. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the government. Oral communications are not acceptable in response to this notice. NASA Clause 1852.215-84, Ombudsman, is applicable.
