- NASA/ARC intends to extend Contract NNA15AB05C, Technical Services for Aerospace Systems Modeling and Simulation II (SimLabs II), with Science Applications International Corporation (SAIC) on a sole source basis pursuant to 10 U.S.C 2304(c)(1) and FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The performance period extension consists of a four-month base period and two one-month option periods for a total possible extension of six months. The period of performance will be extended from November 1, 2017 through April 30, 2018, if all option periods are exercised. The extension will increase the current contract value. The extension is necessary to provide critical on-going support for the NASA/ARC Simulation Facilities pending placement of the competitive follow-on contract resulting from Solicitation NNA17568278R, Technical Services for Aerospace Modeling and Simulation (SimLabs) III. The Government does not intend to acquire a commercial item using FAR Part 12. This notice of intent is not a request for competitive proposals. Nevertheless, interested organizations may submit in writing their capabilities and qualifications to perform this proposed procurement action to the identified point of contact no later than 11:00 AM PST on August 23, 2017. All responsible sources may submit their capabilities/qualifications which shall be considered by the agency. Such capabilities/ qualifications will be evaluated solely for the purposes of determining whether or not to conduct this procurement action on a competitive basis. A determination by the Government not to compete this procurement action on a full and open competition basis, based upon responses to this notice, is solely within the discretion of the Government. All questions must be in writing and should be addressed directly to Naomi Castillo-Velasquez, Contracting Officer, no later than 2:00 pm PST on August 14, 2017. Oral communications are not acceptable in response to this notice. NASA Federal Acquisition Regulation Supplement (NFS) clause 1852.215-84, Ombudsman, is applicable.
