- Description
- The U.S. EPA intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b), with Real Time Instruments Inc. for rewiring of its proprietary ARTIC-1 Dynamometer Controller to the Dynamometers and Dynamometer Drives in Test Cell 514 of the U.S. EPA National Vehicle and Fuel Emissions Laboratory (NVFEL) in Ann Arbor, MI. In addition, Real Time Instruments, Inc. is being requested to provide spare parts such as One (1) New ARTIC-1 Dynamometer Controller Configured for Test Cell 514; One (1) New Control PC Configured for Test Cell 514; and Two (2) New PC Interface Boards which connect the PC to the ARTIC-1. EPA has identified Real Time Instruments Inc. as the only contractor able to meet the requirements of this procurement. Real Time Instruments Inc. is the sole manufacturer and distributor of the instrumentation as well as the parts and products to support the equipment. This company possesses the unique capabilities of the existing knowledge of their equipment and existing configuration requirements for Test Cell 514. The contractor shall provide factory trained field service engineers with documented expertise on the exact equipment configuration required. The acquisition of these commercial services will be processed in accordance with FAR Parts 12 and 13. The North American Industry Classification System (NAICS) code is 811219, Other Electronic and Precision Equipment Repair and Maintenance, with a small business size standard of $20.5 million. It is our intent to award a single fixed price purchase order to complete the required re-wiring and spare parts. Interested firms may identify their interest and capability to respond to the requirement. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETATIVE QUOTATIONS. A determination by the Government not to compete this acquisition based upon responses to this notice is solely within the discretion of the Government. Sources wishing to be considered MUST submit documentation to the office identified in this notice. Documentation must be submitted within 15 calendar days of the date of publication of this notice.
