Description
INTRODUCTION PURSUANT TO FAR Subpart 5.2-Synopses of Proposed Contract Actions, THIS IS A PRE-SOLICITATION NOTICE OF A PROPOSED CONTRACT ACTION. THIS IS A PRE-SOLICITATION NON-COMPETITIVE NOTICE OF INTENT TO AWARD A CONTRACT OR PURCHASE ORDER WITHOUT PROVIDING FOR FULL OR OPEN COMPETITION (INCLUDING BRAND-NAME). The National Institute on Drug Abuse (NIDA), Station Support Contracts and Simplified Acquisitions Branch (SS/SA) on behalf of the National Institute of Drug Abuse intends to negotiate and award a contract for a Implantable Telemetry System to Data Sciences International, 119 14th Street NW, St. Paul, Minnesota 55112. NORTH AMERICAN INDUSTRY CLASSIFICATION SYSTEM (NAICS) CODE The intended procurement is classified under NAICS code 511210, Software Publishers with a Size Standard of $38.5 dollars. REGULATORY AUTHORITY The resultant contract will include all applicable provisions and clauses of the Federal acquisition Requlation (FAR) in effect through the Federal Acquisition Circular (FAC) 05-95 and 95 January 19, 2017. STATUTORY AUTHORITY This acquisition is conducted as non-competitive under the authority of 41 U.S.C. 253(c) under provisions of the statutory authority of FAR Subpart 6.302-1. This acquisition is conducted under the authority of the Federal Acquisition Regulation (FAR) Part 13-Simplified Acquisition Procedures, Subpart 13.106-1 (b) (1), Soliciting from a single source. DESCRIPTION OF REQUIREMENT Purpose and Objectives NIMH's aim is to understand the role of a typical mammalian photoreceptors and their non-image forming (NIF) visual functions. Our lab explores the effects of light on learning, memory, mood and sleep, which relies heavily on behavioral studies. The continuous recording of physiological data (EEG, EMG, body temperature and activity), on multiple animals simultaneously, is crucial for the research in our Lab. We are starting a new lab in NIMH/NIH and from now on, our research will focus on the relationship between biological clock and learning, memory, mood, and sleep. Prior to joining NIMH, we used the same system in our previous lab and we need to compare previous results from our past lab, with future results at NIMH. A system which can constantly measure and record EEG, EMG and body temperature from multiple animals is essential for our studies. We cannot carry out our future experiments in NIMH/NIH without this system. The implantable telemetry system which is capable of measuring EEG, EMG, temperature and activity from at least 16 mice simultaneously, shall allow the lab to design more diverse experiments and gain more robust data set. The implantable (small size) detection probes shall reduce the pain of the animals and improve the data quality. The long battery life (6 weeks without replacement) of the detection probes shall allow prolonged data requisition and produce more powerful data set. The continuous recording of physiological data (EEG, EMG, body temperature and activity), on multiple animals simultaneously, is crucial for the research in our Lab. DSI provides high quality implantable telemetry system capable of measuring EEG, EMG, temperature and activity from multiple mice simultaneously. We have used the same system for generating data in Johns Hopkins University before moving to NIMH/NIH. To compare past and new data, we require to purchase the same system from the same vendor. Project Description One complete implantable telemetry system capable of measuring EEG, EMG, core body temperature and activity from 16 mice simultaneously including the following requirements below: a) Temperature monitoring solution, Anipill, with 50 capsules. Anipill is the only technology available in the market allowing core body temperature recording from socially housed mice. b) F20-EET implant that provides a prolonged battery life of approximately 6 weeks c) EEG analysis software, Neuroscore. d) 2 days of on-site surgical training and 2 days of on-site installation and system training. e) Telemetry receiver with two biopotential channels (temperature & activity) with battery life of approximately 6 weeks. f) A telemetry receiver for plastic cages including one 4.5meter cable. g) Ponemah Software System, configured with MX2 16 source acquisition interface. h) 50 Anipill Capsules and 1 Anipill Activator Kit for core temperature monitoring on socially housed mice. i) New Neuroscore v3.2 Core Software with NeuroScore Rodent Sleep Module. Quantity: •(16) The PhysioTel F20-EET transmitters, Two Biopotential channels •(1), F20-EET Starter kit •(16), Receiver for Plastic Cages •(2) MX2 •(1) Signal Detector •(1) Network Switch •(1) Ponemah Software System •(50) Anipill Capsule 0.1C •(4) Aniview Monitor Alone •(1) Aniview Monitor Kit with Software •(1) Anipill Activator Kit •(1) New Neuroscore Software •2 days of on-site Surgical Training at Customer Site •DSI Travel Expenses •On-Site Advanced Operational Training with Software Training (2 days) Period of Performance The delivery date has a lead time of 60 days after receipt of order. This shall be a fixed price contract. CLOSING STATEMENT This synopsis is not a request for competitive proposals. However, interested parties may identify their interest and capability to respond to this notice. Responses to this notice must include sufficient information to establish the interested parties' bona-fide capabilities of providing the product or service. The price quote shall include: unit price, list price, shipping and handling costs, delivery days after contract award, delivery terms, prompt payment discount terms, F.O.B. Point (Destination or Origin), product or catalog number(s); product description; and any other information or factors that may be considered in the award decision. Such factors may include: past performance; special features required for effective program performance; trade-in considerations; probable life of the item selected as compared with that of a comparable item; warranty considerations; maintenance availability; and environmental and energy efficiency considerations. Respondents that believe that they are manufacturers or authorized resellers of the brand-name product specified in this announcement must provide, as part of their response: (a) product, catalog, model, and/or part number(s); (b) product description; (c) all relevant information and documentation that the item(s) offered meets the salient physical, functional, or performance characteristics as specified in the purchase description; quantity; estimated price or cost; shipping, handling, and/or installation charges; and delivery date after receipt of order. In addition the Dun & Bradstreet Number (DUNS), the Taxpayer Identification Number (TIN), and the certification of business size must be included in the response. All offerors must have an active registration in the System for Award Management (SAM) www.sam.gov." A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. The information received will normally be considered solely for the purposes of determining whether to proceed on a non-competitive basis or to conduct a competitive procurement.
