- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE ACTION CODE: PRESOL CLASSIFICATION CODE: 66- Laboratory Equipment and Supplies SOLICITATION NUMBER: NB610020-17-04136 RESPONSE DATE: August 18, 2017 CONTACT POINTS: Erica Miller, Contract Specialist, 301-975-0642 Cory Worley, Contracting Officer, 301-975-3635 DESCRIPTION: The United States Department of Commerce (DOC), National Institute of Standards and Technology (NIST), Acquisition Management Division (AMD) intends to negotiate a firm fixed purchase contract, on a sole source basis, with Stanford Research Systems, Inc. for two (2) nuclear magnet resonance (NMR). The statutory authority of the sole source acquisition is FAR subpart 13.106-1(b). NIST NCNR intends to purchase two sets of NMR apparatuses for the neutron scattering instruments CANDOR (Chromatic Analysis Neutron Diffractometer or Reflectometer) and MACS (Multi-axis Crystal Spectrometer). The apparatuses requested are used for flipping the neutron polarization and monitoring the 3He polarization on the neutron beam line. The NMRs shall further develop existing projects using 3He gas as a polarizer for neutron scattering experiments. NIST has several NMR apparatuses that are located in different labs. The overall goal is to provide user friendly polarized neutron control system for both CANDOR and MACS instruments at the NCNR. The Contractor shall provide two NMRs which shall include a lock-in amplifier, function generator, and preamplifier. The lock-in amplifier, function generator, and preamplifiers shall be compatible and seamlessly integrate into the Government's nuclear magnetic resonance software that use IGOR-based NMR software. Delivery shall be FOB destination and take place eight (8) weeks from receipt of order unless mutually agreed upon the Government's ability to receive earlier. This requirement is expected to be awarded in August, 2017. The North American Industry Classification System (NAICS) code for this acquisition is 334515, and the size standard is 750 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, all responsible sources interested may identify their interest and capability to respond to this requirement. In addition, interested sources shall provide an associated standard manufactures warranty with the lock-in amplifier, function generator, and preamplifier for use with the NCNR's nuclear magnetic resonance software. The Government will consider responses received by 1:00 p.m. Eastern on August 18, 2017. Inquiries will only be accepted via email to erica.miller@nist.gov No telephone requests will be honored. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement in the future.
