- 911 SFS/S5X Sole Source Justification for Other than Full and Open Competition The Government hereby submits a Notice of Intent to Award a Sole-Source, Firm Fixed-Price contract to upgrade the 911th Airlift Wing's current Intrustion Detection System (IDS) to meet the intent of the AFI 31-101, Technology Refresh provisions to a small business concern, Advantor Systems Corporation. This order exceeds the threshold listed at FAR 5.101(a), but wil not exceed the simplified acquisition threshold of $150,000. This sole source acquisition complies with the requirements listed in FAR 13.501(a) and incorporates Information Assurance provisions that have been mandated by the Force Protection Branch, Air Force Life Cycle Management Center at Hanscom AFB. This notice of intent is not a request for quotes. A determination not to compete the proposed procurement based upon responses to this notice is solely within the discretion of the Government.
