- Description
- The Naval Air Warfare Center Aircraft Division Lakehurst intends to procure on a non-competitive basis the DF 430 Aircraft Direct Finder (DF) (P/N: 597-2147-001), the Radio Turning Panel (RTP) 4230 (P/N: 822-2336-003) and the HF-121 High Frequency Radio (P/N: 597-2337-001) hardware along with technical data, spares, Repair of Repairables and technical associated with aircraft integration and ground flight test functions. This procurement will support maintenance and installation to the P-8A Lots nine (9) and ten (10). The Government intends to issue a sole source contract to Rockwell Collins, 400 Collins Road NE, Cedar Rapids, IA 52498. Under the authority of 10 USC 2304(c)(1), FAR 6.302-1, this firm is the sole designer, developer, and manufacturer of the DF 430 Aircraft Direction Finder, the RTP 4230 Radio Tuner Panel, and the HF-121 High Frequency radio used in the P-8A aircraft. Rockwell Collins is the only known source with the requisite knowledge of the design, technical data, fabrication, performance and operational characteristics of the DF 430 Aircraft Direction Finder, the RTP 4230 Radio Tuner Panel, and the HF-121 High Frequency radio capable of providing radio and data link of the same form, fit, and function that is compatible with the existing antenna, airframe infrastructure and Interface Control Document and Interface Design Document associated with P-8A requirements. This notice of intent is not a request for competitive proposals. However, the Government will consider all responses received within fifteen days after the date of publication of this synopsis. A determination by the Government not to open this requirement to competition based upon responses to this notice is solely within the discretion of the Government. Information received as a result of this notice of intent will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
