- Amendment 0000003 extends the solicitation end date to 08/11/2017, because of the late release of Amendments 000001 and 000002 via the FedConnect & FedBizOpps systems connectivity. All previous offer submissions must be resubmitted in their entirety. Amendment 000002 adds: Revised Statement of Work (Attachment 4) and Pipe Location Drawing (Attachment 5), and extends the solicitation end date to 07/31/2017. Amendment 0000001 adds: Department of Labor Wage Determination NY170078 (Attachment 1), Answers to Questions 001 through 016 (Attachment 2), and Site Visitors List (Attachment 3). This combined SYNOPSIS-SOLICITATION NOTICE is to announce the U.S. Department of the Interior (DOI) United States Geological Survey USGS) solicitation for the acquisition to construct a Pole Barn, Cortland, NY USA USA. This solicitation can be found with its attachments at FedConnect, www.fedconnect.net with Reference Number G17PS00720. The solicitation is issued as a small business set-aside. All responsible Small Business sources may submit a proposal. The applicable NAICS, 236220 Commercial and Institutional Building Construction, has a Small Business Size Standard $36.5M. Project Description: The construction services will include surface clearing and excavation, concrete slab, procurement and installation of a Pole Barn as described in the Work Statement. In accordance with FAR 36.204 Disclosure of the magnitude of construction projects, the estimated price for the pole barn project is described as between $25,000 and $150,000. Your company must have a DUNs number and be registered on-line at the System for Acquisition Management (SAM) www.sam.gov. Site Visit is scheduled for Thursday, July 13, 2017 at 10:00 am Local Time, Cortland NY, USA. Questions received within 2 workdays of this solicitation end date will be considered untimely and may not receive a response. Proposals must be sent via email to Don Downey, ddowney@usgs.gov or processed via the FedConnect system, www.fedconnect.net by the solicitation End Date/Time. Subject to Availability of Funds: ADDENDUM TO PROVISION 52.215-1 Funds are not presently available for this contract. The Government's obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. ADDENDUM TO PROVISION 52.215-1 52.215-1(d) is hereby changed to "Offer expiration date. Proposals in response to this solicitation shall be valid for 90 calendar days".
