Description

The Department of Veterans Affairs (VA), Office of Acquisition Operations (OAO), Technology Acquisition Center (TAC), located at 23 Christopher Way, Eatontown, New Jersey, intends to enter into a contract on a basis of other than full and open competition for existing Local Exchange Carrier (LEC) services on the Region 3 Telecommunications Business Office (R3 TBO) infrastructure. These LEC services include plain old telephone (POTS) service, Voice T-1 (24 voice channels), Private Line Service (DS 0, DS1 and DS3), Digital Subscriber Lines (DSL) service 1.5Mbps/3Mbps, High Speed Internet Services (10Mbps), Integrated Services Digital Network (ISDN), Primary Rate Interfaces (PRIs) and Basic Rate Interface (BRI), Direct Inward Dialing (DID) two way, combination, inbound/outbound, both way, Centrex service, Sonet Ring Services, Optical Transport Network (OTN), PBX Trunks, Off Premise Extension (OPX) service/ringdown circuits, Data circuts, 56 Kilobits (K) Frame Relay Circuits, Ethernet base data services switched (layer 2), Multiprotocol Label Switching (MPLS) (Layer 2.5) and Routed (Layer 3) (10 Megabits per second [Mbps], Mbps, 100 Mbps, 1000 Mbps), OptiWan, OptiMan. The Contractor shall provide these telecommunication services a 24 hours per day, seven days per week with maximum service availability. The intended sole source award will be a firm-fixed price contract with Horry Telephone Cooperative (HTC), PO Box 1820, Conway, SC. The Statutory Authority for this effort falls under Federal Acquisition Regulation (FAR) Part 6.302-1 entitled, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. The North American Industrial Classification (NAICS) for this effort is 517110. The anticipated award date is October 1, 2017. This notice does not in itself represent the issuance of a formal request for proposal/quote and is not intended to be taken as such. This notification shall close on August 18, 2017.
